Question about Psionic Bio-Regeneration

Question about Psionic Bio-Regeneration

In MDC environments for beings that are minor MDC species but otherwise mortal can they use Bio-regeneration and Bio-Regeneration (Super) on themselves, assuming they have that psionic ability? The description only says it heals Hit Points and SDC. Is this an oversight or a consequence of them having MDC?

I think its important to qualify what you consider "Minor MDC" beings.

IMHO there are two classifications:
1. straight MDC, just low amount. These would likely not be able to make use of the healing psioinc powers, but I can't think of any examples here that are straight low MDC and psychic with access to those healing powers
2. short-hand MDC, they have high SDC that can effectively use MDC as short hand like the Amaki (SA2) or Dirari (DBoNA) or Bayou Ursines (DBoNA) or Ganka (DBoNA) can use it if they have it (they aren't true MDC after all)

IIRC, I've allowed MDC beings to use the power, but only at the HP rate. MDC is too common, and the magic of Rifts is supposed to be so supercharged, that it makes sense that they'd be able to use it to heal creatures of that nature.

This is what I do for Bio Regen minor. IIRC Bio Regen Super actually lists an MDC amount that is similar to the HP/SDC amount.

Not in RUE that I can see, pg 178 only listing HP and SDC to me.

That said, there are a couple oddities buried in the Conversion Book for MDC species with psionics that are kind of interesting.

Here's from the revised CB:

pg 163 (Lizard Mage) "five Healing powers, plus the Super-Psionic abilities of Bio-Manipulation, Bio-Regeneration (M.D.C. instead of S.D.C.), and two other Super-Psionic powers of choice."

pg 180 (Syvan) "all Healing, Sensitive, and Physical psionic powers, plus Bio-Regeneration (M.D .C.), Bio-Manipulation"

Based on the more detailed phrasing under the Lizard Mage I'd say that's a precedent that you convert the SDC amount (but not the HP amount) into MDC when an MDC creature uses it.

pg 184 we also see Bio-Regeneration (MDC) as a super-psi available to wingtips.

That's purely a speculative house-rule though, RAW might just be that only LMs and Syvan and WingTips can do this.

We tend to see the (Super) parenthesis omitted in CB1 when it's listed in the super psi. For example pg 110's description of the Vrill in Rifts - but the Vrill's super Bio-Regen does NOT list MDC in parenthesis even though they become MDC creatures in Rifts.
