Any help would be greatly appreciated.
So I'm relatively new to rifts and I have searched some books but cannot seem to find a way to enhance a gun or sniper rifle or myself with magic. Is there any class with magic that enhances either your weapon or your ability to use your weapon ? I am trying to make my character exactly that a mage with a sniper rifle . Any help would be greatly appreciated.

Fetish Magic (Book of Magic or WB15 Spirit West) IIRC has something
Techno-Wizardry can be used to "enchant" a gun, but here you might have to work with the GM depending on what you are looking to crate as an "enhancement". Lots of options here spread across multiple books.
Bio-Wizardry (WB2 Atlantis) IIRC has an option
The closest I can think of for a class would be a techno-wizard, they can combine magic and technology (though their straight magic casting takes a penalty if you don't have an appropriate tech focus).

There are a few spells under the Combat Mage in Mercenary Adventures that might work for you. If the OCC itself doesn't work, at least some of the spells could be used in TW items.

We decided that the Combat Technowizard from the Rifter 2 was eligible for the Sharpshooter skill. So I started out using that combined with the TK Sniper Rifle. 4d6 many not be the greatest damage, and we were going to be working on "magic bullets" we really didn't get that far.

Yeah, the Rifter 2 material is interesting.
It's very pre-RUE (1998) and probably would benefit from an update. Particularly the lore post SoT etc. and how Twizardry has proliferated across books since.
I could see magic bullets enchanted with various spells to be tracers, incendiary, armor piercing, etc. Even a corrupted magic pigeon enchantment to "send a message" to a specific person.

Depending on how the OP wants the magic and tech options to intermingle, there is also the Battle Mangus OCC from WB16o (pg71-2, not sure of pg in revised) that comes with 2x Sharpshooting & Quickdraw Skills. And interestingly enough they can apply those skills to specific SPELLS (energy blast kind) instead of weapons.
If you're looking for enchanted bullets there are two basic approaches that come to mind:
1. there is a Wizard Invocation that can enchant bullets & arrows temporarily (Enchant Weapon: Minor, BoM pg152 can do 72 bullets per casting, BUT it should be noted do the same damage regardless of their SDC damage).
2. Goblin Grenades are TW inventions that are single use, but might be a bit expensive considering the GEM requirements to fill a magazine (and maintain it). You might be better off giving the weapon either a "mode selector" or "enchanted magazine" to determine the type of "enchanted" bullet fired rather than try to enchant every bullet.

Battle Magus with their sharpshooting skills. Other than Techno-Wizard I am not sure of a mage using spells through their gun if that's what you are trying to figure out. The Combat Mage is a good idea for a mix of combat and magic.
