does a Nightlands Portal ever really cease to exist or is it just there forever?

In thinking on the 10-isp psi 'activate dimensioanl portal' (pg 117 of between the shadows) which can't create portals (only open ones which already exist) we are given the example of "to and from .. the Nightlands"

Nightlands Portal is an 8th level spell costing 50 ppe on page 141 of main book which lasts minutes.

What that duration is done, it's clearly not open/passable, but have you just created a permanent thing which the ROG psi can target on the cheap?

If that's the case what are ways to actually permanently REMOVE a gateway/portal/rift rather than merely close it?

Bottom line, it is up to the GM to figure this out for themselves. There is scant pieces of canon to leverage. So here is what I would house rule:
  • A rift is a tear is the frabic of reality
  • The existence of a rift and the ability for PCs to sense or open/close a rift is GM fiat, any dice rolls are for the benefit of the GM and they can ignore if they so wish, so NO RULES LAWYERING
  • Rifts occur naturally or may be made using a PC ability
  • PCs may open new rifts which are new tears
  • Once a tear is made, it cannot be unmade 100%, it can only close
  • Rifts opened by PC ability are closed at end of duration of the ability
  • Naturally occurring rifts may be one of many types and close according to type, see books
  • When referring to "permanent", as in rift closure, it means the rift does not naturally reoccur, basically fancy way of saying "closed, will not spontaneously reopen"
  • PCs may use their abilities (if they can) to sense closed rifts
  • Closed rifts become harder to sense over time
  • GM to determine whether there is a rift and, if so, what modifier to apply to any ability (could be -100% if they so wish)
  • Some sites of closed rifts may be well known by legend or by map
  • PCs may use their abilities (if they can) to reopen closed rifts
Pretty straightforward, don't overthink it. The GM will decide what is best for the story... "role" with it.

I like the idea of closed rifts getting more challenging to sense over time but not sure what numbers to apply there.

To my knowledge once a Rift is closed there's nothing to sense.

You are right, my house rules as I indictated above allow for finding closed rifts so that they may be reopened.

In my games, to keep things moving it's a pretty steep degradation of any sense ability... 90% within 10 mins of closing and -10% every 10 mins after that.

You can increase or decrease the degradation as you see fit to align with story and setting. On a ley line in Rifts, the dimensional ripple effect may remain present in the LL energies for some time, while on a nexus on the Palladium world the effects may dissipate in a matter of a few minutes.
