I swear I used the search and read for a while before posting. Found a lot of related info on the OCC but not a specific answer to my question.
On page 26 it says they have Pilot Robots and Power armor AND tank AND they have Robot Combat: Elite.
OK, fine.
On page 27 it says they own either 1 robot vehicle or one suit of power armor. then in the same paragraph just a few lines down it says At the G.M.'s option this character may have a suit of light and quick power armor.
So which is it?
Do they always have 1 robot vehicle or power armor?
Or do they "may have one suit of light and quick power armor at the G.M.'s option"?

the way its typed in the text it sounds like they personally own one and that's not the merc army's property or anyone else's.

The reason I'm asking now is never before have I actually rolled a character with this OCC so I never studied or disputed the text before. A discussion came up recently about how good this class is and frankly I think its great but if it always included a robot vehicle that elevates it to awesome.

I viewed that as an add on. They have a heavy PA or light robot vehicle and if the GM allows it they can have an additional light fast PA like terrain hopper. I only allowed a PA that was less than a million credits. Just how I did it.

I have allowed a player to have a suit of PA or Robot Vehicle when playing this OCC. GM has final say as to which ones are available to the starting character.
