Alter Aura vs Mask P.P.E.

Comparing Alter Aura from Rifts Ultimate Edition page 166 with Mask P.P.E. on page 174 of the same book, what if anything is the difference between these two psionic abilities?

Specifically, can the psionic power of 'Alter Aura' (from the Physical Category) do everything the power of Mask P.P.E. does (from the sensitive category)?

Well the obvious differences are:
-Power Category (some psychics are limited to specific categories, so having similar/duplicated powers in multiple categories can be an asset to some types of players)
-Duration: Mask PPE has a much shorter duration than Alter Aura (1/6hr vs 1hr per level)
-Cost: Mask PPE is much more expensive than Alter Aura (4 vs 2 ISP)
-Scope: while Mask PPE can be done with Alter Aura, there are things Alter Aura can do that the other power cannot (some of which can be duplicated with other powers).

If you are asking why you should take Mask PPE (or the similar Mask ISP & Psionics) over Alter Aura there really isn't any reason to, provided you have access to Physical Category powers which not all Psychics will. Examples where this might be useful would be the Psi-Stalker RCC, Dogboy RCC, Mystic OCC, several of the Dragon RCCs are limited to a single psychic category (multiple examples are in RUE, they can select the cat. though). I'll also add the Determine Psionics at Step 4 of Character creation has Minor Psychics automatically limited to a single category, and while a Major Psychic can limit themselves to a single Category for extra powers. Now a Mind Melter isn't going to need both powers, and would likely take the "duplication" powers at later levels as "slot fillers".
