can summoners just use Summon Undead to protect their dimensions from vampires?

Pg 187 of Dark Conversions only requires 100 PPE to use Summon Undead... now yeah there is that scary 20% chance of summoning an intelligence's essence fragment but I'm pretty sure you can just contain that using a pair of Protection of Undead Circles bordering yours to create a triangle-ish pen.

Pg 148 of PF2 also has a 100 PPE cost for doing it...

So here's the thing... if you kill the last of an intelligence's vampires in a dimension, it bans that intelligence from interfering for 10,000 years...

Wouldn't it actually be intelligent to pre-emptively just summon wild vampires all the time and kill them in the safety of the summoning circle in hopes they are the only example of an intelligence's vampires in your dimension and then you create a hundred-century ban on that particular intelligence?

Even if this only applied to vampires actually created in that dimension.... well okay just let the 20% essence fragment inhabit some condemned criminal you were going to execute anyway and then immediately open the skylight and fry him to death.... would the essence fragment be smart enough to see this coming and refuse to bond w/ the prisoner to avoid the death of a Master?

Things would be a lot simpler if the 10,000 year ban only happened after reaching the 2500 vampire threshold because it's a lot trickier to amass/contain 2500 vampires to engineer this situation, but far as I can tell that's not the case and a single-vampire-anchor is incredibly easy to target to induce that ban.

This could explain why you don't see AIs getting a foothold in PF - there's summoners all over the place with this idea, perhaps some employed by Vald Tegor for this purpose?

I imagine Vald Tegor himself is immune to this (being a god not an AI) as are other gods who can create vampires (Tolmet as revealed in Western Empire some forgotten ones, or maybe any god in general using Lesser Deific Curse in Land of the Damned Two?) and of course the Great Old Ones who are presumably making random people into master vampires via their dreams, can still keep doing so even if their master vampires die, since they're like god-tier AIs and not your lesser-old-one generic vampire AIs.
