Can the Spell be used to put out fires?

Can the spell Wave of Frost be used ice over a road to make people slip and fall or maybe make a motorcycle/car skid?

Can the spell be countered with a different spell like from the Fire Warlock Raise Temperature?

1. Given you can frost over windows, I'm going to say it isn't very practical (6ft area per level).

2. No. The spell seems orientated toward anti-plant as opposed to roads (the Ice spell could do roads)

3. Maybe, though it depends on specific spell counters and what effects you are trying to counter.
