Techno Wizard body armor

I was wondering. I read the stats on some NPCs and found that the Techno Wizard armor had far beyond the normal amount of MDC for the model of body armor. Is this true for most Techno Wizard body armor? Does this count as a spell/feature of the maximum 4 you can have placed in Techno Wizard body armor? Thanks!

it depends on the armor.
if it was something like the the chipwell armor which has high sdc (low mdc) its "cheap" not quite MDC alloys and materials, there are spells that can boost SDC to effectively be MDC and with some of the spells work BETTER with lots of SDC than with actual MDC alloys
one of the absolute best armors with the techno wizard addons is something like the warmonger, which has 4000 sdc (40mdc) and turns into 400+ MDC
