I'm looking for an optional rule on Techno-Wizard devices.

I seem to remember reading somewhere that characters from a magical society, like Lazlo or Tolkeen, might retain a little extra PPE. They would also be able to activate and/or recharge TW devices because of their magical heritage.

I remember Rifter 49 and the Lazlo background skills, but that's not what I'm thinking of. I thought it was in one of the Vampire or Merc books, but I'm not turning up anything.

Help?
