Where can I find the "Original" rules?

So looking through my copies of TMNT&OSr and HU1r and HU2 and AtB2 I notice a lot of the EXACT SAME TEXT in regards to rules. Don't get me wrong, I'm ok with this. Palladium is supposed to be a megaversal system, so it makes sense to me that you'd find the same rules through out the different games. From a time stand point copy/cut and paste makes sense. I mean if things are supposed to be the same why take the time and money to have someone rewrite what's already been done?

Here is my problem/question. In the process of reusing material from an earlier work things have gotten lost. Examples include but are not limited to: TMNT has bonuses for Charm/Impress and Trust/Intimidate but no rules/mechanics are presented on how they work or are to be used. Under the section on picking skills there is a list of 7 special restrictions 1, and 3-7. What was rule 2?

What I'm asking is, Where can I find the original set of rules that these were all copied/edited from? If Kevin or Alex can lend their Official and Informed thoughts to this matter I'd appreciate it.

Thanks in advance,
Nate

PS PLEASE PLEASE PLEASE, don't take your precious time telling me how you think things should be ran, or what your house rules are, or point me to a Rifter Article (UNLESS IT IS LISTED AS OFFICIAL MATERIAL). Those aren't the answers I'm looking for.

The rules get tweaked every time they are re printed. Perception rules were added in nightbane for example. If you want the originals just look for the oldest palladium games.

AFAIK, there never has been any rules or mechanics on how they work. Closest would be for the MA attribute in N&S, but even then it comes from a specific martial arts skill, and not a description on how the MA attribute works.

Might help if we knew which TMNT book you're looking in.

EDIT: Okay, I see what you were asking about. In the older HU book rule 2 is that Military Specialist is the only ed level that automatically selects 6 espionage skills and can select the espionage skill program as well. My guess is that the older TMNT books used the same rules when selecting skills, and someone missed that rule when they did the cut-&-paste job from one setting to the other.

So I did a little hunting and found some of what I was looking for in a Palladium Fantasy 1st edition revised.

The explanation of bonuses from MA and PB (found on page 2) in my understanding work the same way a skill percentage would.
MA gives a bonus when trying to instill trust or to intimidate someone. So.. roll under the % to see if it worked? I'm assuming the same goes for PB when you're trying to charm or impress someone with your sheer beauty?

Again, official comment from Kevin or Alex would be amazing.

PS Thanks to The Beast for the skill selection clarification.

You think that is also where they got Rules 1 and 5, from an early version of HU?

Most likely yes. Though I didn't really bother to compare the two earlier.

It sounds like the OP wants some kind of 'basic set' :D Too bad, repurchasing the 95% identical core rules for every setting's core book is mandatory.

I just want to know where to find the 100% one. Cause it's that missing 5% that got edited out, but not completely that is causing me fits.

Sadly there is no "100% complete" version of the rules.

This is how we played it in 1E RT and Rifts and PF2E for MA/PB "skills" and we did not have PF1Er.
