Mind Melter ISP recovery rate? Once again...

Any RUE latest printings have any Mind Melter Recovery Rate? Or use the page 366 that is as vague as most Palladium clear as mud clarifications. Like not stating whether ISP Healing Touch can cure MDC beings or not.

RUE 2nd printing does not have any text about any specific Mind Melter IS recovery rate, nor is there any official "FAQ", "Q&A" or other indexed sections where such text might be found in the rifters.
The psi power "healing touch" (healing) only heals HP or SDC as stated in the text.

For those also searching for this answer, it FINALLY appeared in WB 36: Sovietski, page 124.
Probably taken from Page 366 of RUE for psychic ISP recovery, but its now there is an official posting.
