Rainmaker from PU3 gives you control over precipitation. Besides that, you've got all of your Control Elemental Forces abilities.

Control Weather is presented in one of the femme fatale issues of Rifter either #39 or the one after. It's an official contribution.
Side-note: I've used it with a villian and it was very useful

You are correct, Long Shadow. Weather Control is in The Rifter #39, p. 49 & 50, in the entry for Stormwitch.

I have a trio of villain(ess)s, one with weather control, one with CEF air and one with rainmaker. also physical perfection.
The fight was pretty...awesome. All it took was a couple of hits, but landing those hits was very difficult.
