Got idea Come up with Crimes that your Hero may encounter when they are Patroling ther city.

The Marvel Super Heroes Role Playing Game (FASERIP, not Saga) had one of these. It was a spinner wheel, located in their "New York, New York" adventure, and it came in pretty handy.
If I remember correctly, there were different categories of encounters (not all of them crimes), like, Rampage, Robbery, Burglary, Rescue, etc.
It'd be fairly simple to whip a random table up for HU, if you relied on random encounters to keep your game from getting slow.

My characters don't normally patrol a city. They usually end up going to the store for groceries and stuff happens around them. Even if my character is crossing the street, he's sure to have a stray bullet fly by him as a few bad guys come whizzing around the corner in a stolen car.

Or, how about this:
As part of a character's background (could be they are a super-sleuth, or have machine affinity or something) they spend all day trolling RPG forums looking for the latest gaming trends when they are caught up in a really exciting conversation about any random topic.
