Psionics heal MDC beings? IE Healing Touch, Bio-Regenerate

OK...its been asked maybe before but only the usual vauge answers given with slight cyrptic references to some place some where....

Question:

Is there a clarification in any Rifts Book, Palladium Book or Rifter that tells if psionic healing powers work on MDC beings, even a questions and answers section will do. Such as Bio-Regenerate Self, Healing Touch or Bio-Regeneration Super Power

There were some vague references in the old faqs but is there any thing "Concrete" or just assumed. Did the creators of Palladium not want the more common psionic healing to heal MDC beings?

IIRC, there are some spells/powers that stated, "heals x SDC or y MDC," which indicates that any spell without such a note simply does not heal any MDC at all.

On the other hand, Psychic Surgery could work just fine on MDC beings, as it doesn't affect Damage Capacity at all.

Actually, the Rifts GMG clearly states that MDC is treated as HP for all purposes.

That means anything that says it heals HP heals an Equivlent amount of MDC.

Spells or powers with notes for different rates of healing SDC and MDC are unique to those powers, and not a general rule.
