With every new book there are new skills and/or spells that come out players think would fit their characters perfectly. If a character doesn't any slots available, how does a character learn these new gems.
Spells are added at certain levels, but continued education seems to be left out.
What do the books say and what are your house rules dealing with characters adding skills/spells when new books are printed.

Heroes Unlimited 2e has rules for learning new skills in play. You could adapt those rules to your own game if you have access to that book.
You can also allow players to trade out skills if there is a new skill that better represents what they were trying to do.
It is ultimately up to the GM how it will be handled in a game, but as far as canon/RAW is concerned, HU2 is the only place I can think of that has continuing education options beyond OCC advancement.

Spells depend on the OCC and Magic Discipline, but unless you are a Mystic-type or Pact-type you can essentially learn new spells when you can find someone to teach.
Psychics are stuck waiting until the next level they have to acquire new powers (GM's could allow a retroactive switch, but it should only be with a power that hasn't been used before)

Skills are gained at designated levels for each OCC, both in terms of Other/Related and Secondary Skills. If the new skill isn't in the list of available Related or Secondary category, then the player is out of luck.
Given the Rogue Scholar OCC (RUE pg93) can teach certain skills (with time investments) as secondary skills, that could be used as a basis to "learn" new skills before appropriate level ups (ie find someone who knows the skill to teach it to the character). Not sure how different this is from the HU2E rules mentioned above off hand.

With new char builds and when your Character Class PC levels up you can if allowed by the class text include whatever new skills and spells.
There is, within Rifts, the RS route of gaining secondary skills.
And if your GM imports the HU contenting ed system from that other game into your game that is another option.
To retcon your char needs permission from your GM.

It's easier to learn spells than retroactively replacing skills.
