CHI-TOWN BURBS/URBAN SCENARIO (Primarily SDC Rifts Environment)
Adventure Module
SIMMERING UNREST



SECTION 1: INTRODUCTION
This module is divided into three parts.
SECTION 1 explains how to use this module.
SECTION 2 outlines the political organization of the District One and other organizations of Lakeside (including its powerful criminal and law enforcement groups), details the DISTRICT 1 DOWNTOWN MAP (1 square = 5') from module GB 0, and introduces over 150 non-player characters (NPCs).
SECTION 3 describes how to introduce players to the campaign and outlines the events (scenarios) that will make up Lakeside “Gang War”.
SECTION 4 takes the players to district 6’s ramshackle dock areas where they can explore several criminal/foreign intelligence networks involved in the smuggling of people or weapons as well as illegal gambling. Section 4 involves open-play for the characters, but the Game master is encouraged to develop his/her own scenarios.
SECTION 5 has the characters in District 8 where a rich businessman and his collection of cultists are planning to unleash a demon in the burbs and open a rift in the CS Fortress City.
SECTION 6 contains a scenario where the characters will remove an anti/pro-CS intelligence/revolutionary group from the Guardia Limited secret intelligence operative training program.
SECTION 7 takes the characters to the Resort Island of Bluffwall, and back to District 6. The characters will become involved in a scenario to extract a foreign (CS?) intelligence agent and move them out of CS territory.

The adventures given in this module are set in Lakeside shortly after the conclusion of the War with Tolkeen. At this time, many small gangs are fighting for control of the profitable trade in contraband goods including drugs, pre-Rifts artifacts, magic items, and alien technology. Large organized crime syndicates long been a part of ‘Burb society, but they rarely interact at the street level.

The scenarios given in Section 3 of this module outline a conflict between local gangs led by Dan Caruthers and Dion Renoir in the District One of Lakeside. This "war" can be used as the background of an on-going Rifts Chi-Town/’Burbs campaign.

Types of Campaigns
The Game master can set up this campaign in many ways. Some of these (from most to least developed) include:
1. Open Campaign. The players play whatever characters they like.
The Game master fits everyone into the overall flow of events by connecting as many minor events as possible with the main adventure.
2. Coalition vs. Criminals. The Game master uses the gang war as a background for the law-enforcing actions of the players. The players try to break up both gangs and close illegal businesses as the war runs its course.
3. Gang War. The players side with the Renoir gang and try to "take over" illegal operations in District One. The campaign ends when one of the gangs is put out of business or police/Coalition raids close down their operations.
4. Individual Scenarios. When the players get together, each takes the part of one or more of the given characters. The adventure is played out under the direction of the Game master. Win, lose, or draw, the players go on to the next event in the gang war, possibly playing on the opposite side next time! The Game master plays other NPCs as needed, controls how fast the "war" develops, keeps track of who survives, and decides if replacement characters are needed.

Regardless of how the campaign is set up, the Game master must be flexible enough to allow for player actions. Forcing an adventure to a pre-set conclusion is a sign of a poor game master. Part of the fun of this campaign is creating a special history for Lakeside. Thus, the Game master should use the outlined scenarios as guidelines only—the outcome may well be unexpected!

LAKESIDE
Lakeside is a sprawling, brawling ‘burb located near one of the Coalition Megacities. The city has a population of 83,000. There are two major political parties vying for dominance in the local political arena. The first, the Solidarity Party, is a party that supports greater ties to the Coalition States Government and seeks stronger ties and formal or informal recognition by the Coalition. The second party, the Ascent Party, seeks to make Lakeside self-reliant and self-sufficient.
Lakeside itself is deep within the heart of Coalition Territory. Perhaps it is a ‘burb of Chi-Town, but more likely it is the ‘burb of some other fortress city. While it is not officially recognized or sanctioned by the C.S., there are C.S. military and police operating in Lakeside and there are C.S. officials in the city that oversee C.S. interests.
Lakeside is surrounded by fencing (S.D.C.) that is monitored by remote sensors on two sides (North and West) and by a river to the South and lakefront (or large river) to the East. Any breach or attempted breach of the fencing is responded to by the Lakeside police department’s special tactics unit.
Entry into the city is limited to one of twelve “gateways”. Four of these are waterfront access points along the river or the docks, two of these gateways are multi-lane roads, three are two-lane roads, and the remainder allow only pedestrian foot traffic (or the occasional bicycle). While the Lakeside police and security do not attempt to restrict anything leaving the city, each vehicle or pedestrian entering the city is scanned as they enter the city through a large corridor with multiple sensors (similar to a 21st century open-tolling sensor for the vehicle roads and similar to a 21st century TSA screening station for the pedestrian footpaths). The footpath sensors have an 85% chance of detecting any MDC explosives or electrical source E-clip sized or larger, a 90% chance of detecting any ISP/PPE source greater than 20, and a 60% chance of detecting most drug related chemicals. For the road sensors, there is a 65% chance of detecting any electrical source E-Clip sized or greater and an 80% chance of detecting MDC explosives or sources of ISP/PPE greater than 20, and a 50% chance of detecting most drug-related chemicals. Any person or vehicle identified as potentially transporting large electric power signatures, explosives, psionics or magic are stopped and searched more thoroughly. Juicers, Full and Partial Borgs, Crazies, Psychics will be interviewed prior to being allowed entry and will have their capabilities limited as best as the city can. They will all be affixed with a monitoring system and must check in with Lakeside authorities regularly (normally once every two weeks) during their stay. Magic users and devices are banned and will be turned over to local Coalition officials.
Alcohol and gambling are legal in Lakeside, though heavily taxed and regulated by the city. Prostitution is illegal but strip clubs are legal in some areas and there are some sex industries businesses that can get around the restriction.

GEOGRAPHY/ADMINISTRATIVE DIVISIONS OF LAKESIDE:

Lakeside is divided into 8 smaller areas (called districts) for administrative purposes. Each district has a district boss, who controls his party's political organization in the district. Traditionally, district bosses of the party in power are appointed District Administrator by the Mayor, though this is not always the case. This allows the party in power to administer the daily functions of the city government in concert with their political aims and to effectuate a very robust spoils system.
District Administrators are the head of government functions within the Districts and manage zoning and permitting. Policing, emergency services, finances and taxes are managed from City Hall.

District 1 is a downtown and lakefront district characterized by some of the oldest and most established businesses and communities in the city.

District 2, situated just west of District 1, consists primarily of middle-class neighborhoods, small businesses, and several shopping malls. District 2 is centrally located in the city and hosts the City’s sports arena.

District 3 consists of a narrow strip of land that runs parallel to Lakeside’s eastern fence. This district is largely unregulated slums that serve as a barrier between Lakeside and the rest of the world. Most of the buildings are temporary in nature.

District 4 is a narrow strip of land that runs from the southern section of District 3 eastward along the river front. District 4 is a logistics district that contains many of Lakesides warehouses, slaughterhouses, and most of Lakeside’s heavier industries.

District 5 is bounded to the South by District 4, to the West by District 3, to the North by District 2, and to the East by District 6. District 5 is large and sprawling and contains slums and lower middle-class neighborhoods. There is some light industry in this district, but economic activity is generally limited.

District 6 is the Docks district. There is formal, light manufacturing here as well as fishing and shipping. District 6 is the “big brother” of District 4, sharing many similarities to its riverside neighbor.

District 7 sits just north of the District 3 slums and it the only District besides District 3 to share a portion of the Eastern fence line. District 7 is bordered to the north by the northern fence line (and the Coalition Super Fortress City of Waukegan – or another appropriate fortress city). District 7 consists of upper middle-class neighborhoods, and large professional buildings that house law firms, banks, and other businesses.

District 8 is primarily an upper middle class and affluent neighborhood that is bordered to the west by District 7, to the south by District 1, to the north by the northern fence line and the Coalition Super Fortress, and to the east by the lake front. There are dozens of lakefront properties and mansions in the neighborhood and this neighborhood has one of the most secure entry points into the city through which almost all Waukegan-bound traffic travels.

POLITICAL LANDSCAPE
The Mayor. Lakeside is dominated by its colorful mayor, Richard "Steely Dick" Clark. Steely Dick, an Ascentor, won the election in 108 PA by capturing 54.8% of the vote against his Solidarity opponent, Richard Walton. Clark had earlier defeated Ascentor reformer Carrie Upton in the primary campaign.
Steely Dick ran on the slogan, "Lakeside: A Wide-Open Town!" He says the slogan means that he favors business expansion and increased prosperity for all. Many suspect, however, that the slogan more accurately describes Steely Dick’s willingness to turn a blind eye to criminal activity in the town so long as it doesn’t bring the ire of the Coalition and so long as it funnels money into his coffers.

The City Council. Lakeside Council is composed of 16 councilmen (two from each district) and 2 councilmen-at-large (elected by all districts). All council members are elected for 4-year terms, with the elections staggered so that only half the council is up for re-election in any given election year. Steely Dick swept 5 Ascent councilmen and both councilmen-at-large into office with him, giving his party a big 11-7 majority. However, three of the Ascentor councilmen are staunch reformers, and could prove troublesome to the mayor.

District Bosses. Every party maintains a District boss to assist in managing the political activities of the party in the district. District bosses are normally appointed as local administrators by the mayor after each election. The Ascentor boss of the District One is Albert Nelson.

Police Department. The Lakeside police department is organized as described in its organizational chart. The local police station is the 1st Precinct Headquarters (there are 4 precincts, each roughly corresponds to 2 wards) and its highest-ranking official is Brian Black, the Captain of Police.
Most police officers carry SDC weapons and wear SDC armor during the normal course of their duties. The exceptions to this are the officers that man the checkpoints into Lakeside as well as the Special Tactics Units. In these cases, officers are issued NG Patrol Armor and are issued NG-L5 Laser Rifles and explosive or ramjet ammunition for their weapons. Patrol officers are commonly issued SDC body armor, an SDC pistol, and either an SDC carbine or shotgun.

Chief of Police: Garrett Jones (Lvl 10 Human NG Police Officer) is a big, tough, allegedly mean cop who worked his way up through the ranks. He is often charged with corruption, but no charges have ever been proven. Garrett usually tolerates low-level smuggling and human-looking D-Bees but can't stand thieves and magic users.

Brian Black (Lvl 6 NG Police Investigator - District 1 Supervisor) is well loved by his men. In return he is devoted to their welfare, even over his desire to catch crooks. He dislikes the large amount of corruption in the police force, but feels he can best change the situation "from the inside."



The ISS and NTSET. The ranking agent here is Captain Bruce Snowden, the field supervisor. There is also a "special-agent-in-charge" responsible for all of Lakeside.

Matt Jackson (Lvl 10 ISS Specter) is an ace ISS agent with an excellent record of arrests.
Recently, he has been sent here to head the local office and upgrade the image of the ISS in Lakeside.

Bruce Snowden (Lvl 7 ISS Specter) is the direct superior of player character ISS agents. He is an expert criminologist with an advanced training in intelligence


AMRS. This department is undermanned in District One, having only two agents who report to Major Pete Micelli, the Commander for the AMRS Company operating in this part of the ‘Burbs (unless the Game master wants to add more). While the ISS and NTSET offices are co-located in the various districts in Lakeside, Pete Micelli and Bruce Snowden do not get along and coordinating activities between the ISS/NTSET and the AMRS.

The AMRS is not especially active in Lakeside at this time thanks mostly to Pete Micelli, the company commander for the teams operating in Lakeside. Micelli has an agreement with Mayor Steely Dave to limit AMRS activities. The Mayor is not directly supportive of magic in Lakeside, but he believes that aggressive enforcement of C.S. policies will be detrimental to business interests as well as possibly sweeping up local business leaders in enforcement of ancillary activities.
AMRS agents in Lakeside are hamstrung when it comes to weapons and armor. Micelli’s policy is that MDC weapons and armor can only be used during active assaults/arrests and they must buy their own SDC equipment for use during investigations.

Pete Micelli (Lvl 10 Military Specialist) was a promising officer in the C.S. Military before he was selected to AMRS. Since his transition, the promotions have slowed. Even with his successes in stopping magical contraband has not improved his lot. Mayor Steely Dave worked with C.S. officials to have Pete appointed as the senior agent in Lakeside and has instructed Pete "not to interfere too much" with the trafficking of magical contraband. Pete is taking this opportunity to grab as much money as he can, and he has recently developed a penchant for magical and techno-wizard items (he is very able to use them) and has begun collecting his own arsenal of magic items.

Detective Agencies/Private Security/ “Mercenaries”. There are two major investigative/private security firms operating in Lakeside. The first is Felts Security Services (FeltsCo), the largest security firm operating in Lakeside and local to the ‘Burbs. The second is a branch or franchise of Guardia Limited (Guardia). FeltsCo is a Minor Company and Guardia is a Free Company with only about 10 employees operating in Lakeside (see Mercenaries). While the companies are competitors, Felts is most known for its investigative arm and security guards. Guardia is most known for its technological solutions and training programs. Felts personnel are likely to be mid-level bounty hunters, investigators, super-spies with the grunt security personnel being low-level Mercs. Guardia personnel are likely to be mid-to-high-level Special Forces and Operators. Guardia has an intensive training program for urban operators and security personnel similar to the Boot Camps run out of MercTown (see special section on this). For further information on these organizations, see the end of the module.
There are several small, independent investigative firms operating throughout the ‘Burb as well.

Media. There are three media companies in Lakeside.
The Community Inquirer is an independent video and graphic daily producer with the lowest circulation of the three. It refused to support either candidate in the last mayoral campaign and its crew of investigative journalists are known to deal in the gritty parts of Lakeside society.
The Public Chronicle is technically an independent media, but its management has close ties to the Solidarity leadership in the city. It supports a more professionalized government administration and greater controls on Lakeside to bring it more in line with the Old Town Burbs. The Public Chronicle delivers broadcast radio and television content throughout Lakeside and the surrounding area.
The biggest media company, the Lakeside Daily Network has a print newspaper (written at a 4th grade level and still borderline with the C.S.), a radio and television broadcast. It endorsed Steely Dick as the lesser of two evils and favors the Ascent party position on most issues.
All three media companies republish their content on the local information network as well, though only Lakeside Daily Network live-streams video and audio content.

Local Businesses. The incomes of the local businesses, including the amount of universal credit they have on hand and how much "protection" money they pay the Caruthers mob, are given in a special table at the end of the module.

Crime. The Tolkeen war has just ended, and many small criminal syndicates are struggling for a piece of the action.
The front runner is "Papa Joe" Joseph Young, who has a strong position due to his control over profitable gambling and organized theft operations through his criminal syndicate, The Combine. as well as his connection to the Chicago Network of the Black Market. However, there are many newer gangsters who want to challenge Papa Joe as soon as they secure their own holdings. Dan Caruthers and Dion Renoir are two such gangsters. Both are trying to set up a monopoly on all illicit activity in District One. Insiders say Young is happy to let Caruthers and Renoir fight; if they are busy with each other, they won't be thinking about him.
In addition to organized crime, Lakeside has many freelance criminals and specialists. The infamous Hunter Garman and his gang — professional bank robbers who work throughout the Coalition and in other nations— are also somewhere near Lakeside.

CRIMINAL ORGANIZATIONS (Detailed)

CRIMINAL ORGANIZATIONS

THE COMBINE
The Combine is a conglomeration of several street gangs and criminal enterprises that have, over the course of the past thirty years, been absorbed by Joseph “Papa Joe” Young’s criminal organization. Papa Joe has long been aligned with the Chicago Network Black Market, though, and this has enabled him to build and maintain his power throughout Lakeside. Papa Joe has some drug and contraband smuggling and sales operations, but the majority of his revenue comes through gambling, illegal entertainment (pre-Rifts artifacts and illegal blood sports), and trafficking in stolen goods/sale of counterfeit materials.
Because of the breadth of The Combine’s operations (divided both geographically and by function), each subordinate group in The Combine operates with some autonomy from Papa Joe. It might be the case that the biggest threat to The Combine is internal, not external. See “COMBINE STRUCTURE” for more information on the structure and activities of the COMBINE in Lakeside.

THE CARUTHERS MOB
The Caruthers Mob is not as well organized or developed as the Combine, but it is a well-established gang that has survived, and even thrived, in the face of the Combine’s competition and threats. The Caruthers’ Mob only emerged as a leading player in District 1 since the end of the Tolkeen War. Prior to this they were viewed as the lackeys and enforcers of Rupert Alden, a semi-legal business man associated with the Ascent party and a nominal rival of Papa Joe. Shortly after the Tolkeen War began the Caruthers Mob deposed Rupert Alden and wrested control of Alden’s criminal enterprises from his lieutenants and set up a racketeering enterprise involving Alden’s legitimate businesses as well as the other legitimate businesses in District 1.
The Caruthers Mob has always dealt with magical items as part of its criminal enterprise and, since the fall of Tolkeen, the Caruthers Mob has begun to formalize relations with The Immaterial Hand. This partnership has helped to strengthen the Caruthers Mob to start to compete with The Combine throughout Lakeside, but it has also caused the organization to reach beyond its capabilities at the risk of losing its District 1 holdings.
The Caruthers Mob itself is not particularly magically adept and few can even use Techno-wizard devices, but they do like to collect magical amulets, potions, and weapons. Most of them are professional criminals like smugglers, forgers, and hit men. Compared to The Combine, members of the Caruthers Mob are much more unified and coordinated, and Caruthers Mob members tend to be more experienced than members of the Renoir Gang.
There are approximately 20 members of the Caruthers Mob with another 35 or so members of the Caruthers Rats (mostly City Rats).

The Caruthers Mob also owns several cars and extra weapons. The
cars are: Rococo Limousine, Baroque Sedan, Hart Sedan, and a Hoffsteffler Le Chemin.
The weapons are: 1 Perigor Arsenal “Gangster” in the Rococo, 1 AimHi “Volga” 20mm Assault Rifle in the Baroque, and one Perigor Arsenal “Rustler” Shotgun in each of the other cars.

THE RENIOR GANG
Dion’s family moved to Chi-Town from Free Quebec when he was a young boy. He was a member of the Red Rabbits with Dan Caruthers, but left the gang when hostilities began between Free Quebec and the Coalition States and joined the Free Quebec military. After serving for several years, Dion returned to Chi-Town to run a military intelligence network and, when hostilities ceased shortly thereafter, Dion moved on to creating his own empire in Lakeside by coordinating his activities with Le March Nior.
Once Dan Caruthers and Dion were great friends, but now they are bitter enemies. Dion is fiery and charismatic, and he is a good planner, but rash. Dion is an open human supremacist.

Cars owned by the Renoir gang are:
Vallant Torpedo Sport Sedan, Vallant Traveler Sedan
The Renoirs will also have: 1 Perigor Nimrod SMG and 2 Gothan Defense GSD1 Self-defense shotguns.


THE HUNTER GARMAN GANG
The Hunter Garman Gang is a group composed primarily of outsiders hobbled together by Hunter Garman, a notorious criminal known to just about every major power across North America including Kingsdale, Lazlo, and MercTown. Now he is branching out and hitting targets inside of Coalition Territory now that the disruption of the Tolkeen War gives him an opportunity.

Hunter Garman is a tough, charismatic leader. However, he suffers from severe headaches. When he has a headache, he becomes mean and insanely self-destructive.
Even though he is a half-Ogre he is very passable as a human though his features are rather thick, and he is nearly 7 feet tall.
*Hunter’s headaches are the result of a psinetic implant that he is unaware that he has. His psychic abilities manifest without his conscious awareness.

Mack "Lucky" Lamb has nerves of steel. He is Hunter Garman's closest friend and
the gang member who has worked with him longest. While he is a dwarf, he is exceptionally tall for one (nearly 5 feet tall).

Colleen DuPage is a freelance criminal who specializes in stealing luxury goods like jewels, and furs. She is wanted in both the NGR and Free Quebec. Colleen was born in France and speaks Euro, French, and English. In Free Quebec she is known as "Le Chat" ("The Cat").

Paul Sand is a brand-new ISS Specter, and Paul's job is to infiltrate the Hunter Garman gang, tap any phones they might use, and give advanced warning of their next job.
Unfortunately, Hunter is extremely suspicious of new gang members and Paul has not had a chance to inform the CS or local authorities that Hunter plans to rob the First National Bank of Lakeside. If a fight should start, he will do his best to side with the authorities.

Downtown:

101. ALBERTO VALENI & SONS FUNERAL PARLOR
Alberto Valeni has been in the funeral business for more than 20 years. His small, downtown funeral parlor is one of three funeral parlors that he and his sons manage throughout the city. It is a small location where the funeral consultants meet with clients and where small gatherings for viewings can be held. Bodies are normally handled off-site. The downtown location is normally managed by Alberto’s middle son, Lucca, on a day-to-day basis. Alberto pays the Caruthers mob 100 credits per week in protection money; Lucca is ready to end this practice (and he believes his secret abilities (lvl 3 Necromancer) will enable him to make this happen).

102. NORTHSIDE MOVING AND STORAGE
Northside Moving and Storage consists of a collection of small storage units that are available for rent. There is a small office manned by the owner Bob Rivers. Bob has connections with moving companies and independent movers, and he sells moving and storage equipment. Bob maintains a run-down truck that can be rented to move goods in and out of storage. Bob pays Caruthers Mob 200 credits per month in protection money.

103. THE NORTHSIDE ATHLETIC CLUB AND FRATERNAL HALL
The Athletic Club of Lakeside was formed in PA 73 to serve as a fraternal organization that promoted health and social activities. In early PA 85 the already prominent Lakeside Club merged with the ACC and the organization was renamed the Northside Athletic Club as it serviced community leaders throughout the ‘Burbs in the North Chi-Town region, and the first clubhouse was headquartered in The Lakeside Saving & Trust Building. With the expansion, plans were immediately launched for the new home of the NAC on Church Street.
The new building was dedicated in PA 91, to much fanfare and the facade has seen very little change since its opening.

The Club services some of the most prominent members of the community including Judge Elias Upton, David Morgan, and Mayor Clark. The building features opulent guest rooms, a full-sized pool, a banquet hall and kitchen, formal and a casual dining room, a bar and lounge, and a gym. There are regularly scheduled social events with many members renting out the banquet hall for special events. The Northside Athletic club does not pay protection money to anyone.

104. SKOLNIK AND MAGGIONE CLOTHING (factory)
Skolnik and Maggion Clothing manufactures all sorts of clothing for sale throughout the ‘Burbs. The items are low-quality but are relatively expensive. The factory relies heavily on D-Bee labor, almost all of whom are paid low wages.

Recently rehabbed, second story apartments above the billiards hall and clothing factory, Renaissance Apartments have all been rented to young professionals at lower than market rates in an attempt to revitalize this part of the downtown area. Average rent for the5 2-bedroom, 800 square foot apartments is 450 credits per month.

107. SUPERIOR GARAGE
Superior Garage services virtually any type of vehicle and has a variety of operators and mechanics on staff. The garage provides performance engines and can customize vehicles based on the customer’s desires.

108. THE FLYING DUTCHMAN STORAGE COMPANY (Warehouse)
The Flying Dutchman is a large warehouse that stores all manner of products for all manner of customers. The building and company are owned by Daniel Morgan who takes a very hands-off approach. Vincent Leman is eager to prove the profitability of the Flying Dutchman so he can move up in the Morgan organization. He is willing to involve himself in storing some items that might be more illicit including temporary storage of stolen cars and car parts. The entire building has heavy surveillance on it in the form of nearly 20 video cameras.

109. LEPKE’S BAKERY
Lepke’s is an industrial bakery that produces a large variety of baked products for sale in the grocery stores throughout Lakeside. Supplies are normally delivered to Lepke’s in the late evening and the bakery operates throughout the night with baked goods shipping out in the morning. There is some baking that occurs during the daytime, but day operations for the Bakery normally involve marketing, sales, cleaning, and maintenance.

110. THE DELMAR ICEHOUSE AND STORAGE COMPANY
The Delmar Icehouse and Storage Company is a cold-storage business that primarily services small customers with private storage containers that range from 25 square feet to 400 square feet area. They are stacked throughout the warehouse and rent for 2 credits per month per square foot. Delmar also has freezing/freeze-drying equipment. Lakeside Hospital and Nelson’s Flower Shop each maintain a large cold storage container for pharmaceuticals and flowers respectively. There is a rumor that some third party has temperature sensitive contraband stored in this warehouse and the AMHRs investigators are interested in learning more.

111. WILLY’S SMOKEHOUSE
Willy’s Smokehouse cures meat and fish and stores the meats for sale to individual customers, grocery stores, and restaurants. The business does not normally conduct butchering on-site and normally gets meat from factory butchers in Districts 3 and 4.

112. LAKE AIRE BUILDING SUPPLIES
Lake Aire primarily serves commercial and residential customers rather than servicing individual home owners. As such, Lake Aire stores, sells, and delivers bulk supplies to work sites.

201. LAKESIDE GENERAL HOSPITAL
Lakeside General Hospital is a physician-owned hospital that is the largest hospital in Lakeside. Originally, the building was commissioned as a 10-story hotel, but the building could not be completed with the funding available to the developers. Eventually, the building was sold to Tobias Morgan (David Morgan’s father) who finished the building as a 6-story building. Tobias Morgan opened a hospital in the building and, after 20 years of operation, sold the hospital to the physicians employed by the hospital.
The hospital currently trains nurses and physicians and it has 120 beds, an emergency room and trauma center. The hospital does not have any Cybernetic or Bionic services and it does not conduct Juicer or Crazy augmentation. The hospital employs 100 doctors, residents, and specialists as well as 150 nurses and an additional 70 support staff. At any given time, there are approximately 70 nursing and physician students studying and working as members of the hospital student body.
There is no public entrance facing Bixler Court, so it is rare to find a Lakeside General Hospital employee or student in the Downtown area.

202. BOOTH BUILDING APARTMENTS
The Booth Building Apartments is a small apartment building consisting of sixteen efficiency garden level, 1st floor, and 2nd floor apartments. It is an older building and rents are relatively low for apartments in the Downtown Lakeside area. Many of the tenants are residents and nurses from the Lakeside General Hospital. Monthly rent for the 450-square foot efficiency apartments is 275 credits per month.

203. BROTHERHOOD OF INDUSTRIAL LABOR
The Brotherhood of Industrial Labor is a union that represents 42,000 factory workers throughout Lakeside and the ‘Burbs. The Brotherhood refers work to independent contracting companies that are members of the union. The Brotherhood also maintains a training program and classrooms on site that can assist individuals in learning the basics of electrical, electronics, mechanics, and general repair programs. While not directly employing instructors, the Brotherhood coordinates and certifies classes provided by more than 30 different instructors on eight different topics; most of these courses are offered on-site in the Brotherhood building.
The Brotherhood is a big political donor to different Ascent and Solidarity politicians. The Brotherhood does allow D-Bee membership, but they do not allow D-Bees to participate in public leadership in order to protect the organization from Coalition scrutiny. The Brotherhood maintains a safe on site that contains 200,000 credits in cash on hand, and the organization pays the The Combine 2500 credits per week in protection money. Both Caruthers and Renoir would like to move in on this organization.

204. MILLER BROTHERS TRUCKING COMPANY
The Miller Brothers Trucking Company delivers drugs and magic potions for the Caruthers Mob. The growth and processing of the various plants occurs right in the warehouse. The Miller Brothers receive 10% of the Caruthers profit from beer sales. Naturally, they do not have to pay for protection. The Miller brothers have a safe in their office. If they are robbed, the Caruthers Mob will help them find the thieves.

Miller Brother’s shipping provides excellent cover for transporting many of the plants needed for the potions and intoxicants they produce. The Miller Brothers operation includes the growth and processing of plants including marijuana (conventional and ubiquitous in the Burbs), foxtail amaranth (youth potion), Catnip (fighting potion), Ginsing (Endurance or Speed), Mistletoe (Charismatic Aura, Imp to fire, Float & Amulets), Rue (Sleep potion), Willow Tea (impervious to energy; great when expecting to encounter CS troops).
The garden also contains a couple of Snapper Hearts and six Dagda’s Scepters. The Millers also have a couple of larger farms and orchards outside of the Burbs that they use to grow their botanical ingredients.

NOTE: Usually, only one brother and two drivers will be in the Miller Brothers warehouse. The others will be out on the road making deliveries. Normally, the truckers will fight to protect the brewery as long as no guns are involved. However, if law enforcement officials are there, or gunplay starts, they will surrender or run.


205. KASTER'S PAWN SHOP
Kaster's Pawn shop has a cash register and a safe. Samual Kaster pays 200 credits protection money each week to the Caruthers Mob. There are a few Pre-Rifts artifacts of value here as well as some camping items and used appliances that players might find useful. There is a robust jewelry, musical, tools, and electronics section.

206. THE SPEAR'S BUILDING
The Spear's Building rises above the Empty Storefront and Kaster's Pawn Shop. The second floor has seven offices. A typical office rents for 300 credits a week. The building is managed by Heinrich Zimmermann but owned by the Caruthers Mob (the building is a Mob front). Heinrich is also a "handbook;" that is, he takes bets for the Bookie Joint.

207. EMPTY STOREFRONT
David Tobias Morgan owns this deserted storefront (see the Manson Building). The Game master can suggest this as a place for secret meetings.

208. THE LAKESIDE DAILY NETWORK
This is the main studio and offices, as well as printshop, for the Lakeside Daily Network.

209. G.C. HANDY'S GENERAL
Handy's is one of the more popular general stores in Lakeside. It has three cash registers and a safe. Gage Handy pays the Caruthers Mob 400 credits a week for protection.

210. THE LEXINGTON HOTEL
The Lexington Hotel is actually owned by the Caruthers Mob, though ownership is hidden behind a number of dummy companies. The Lexington is classed as a Large Store and has a cash register and a safe. Often, an upstairs room is used for a high-stakes poker game set up by the Caruthers Mob. Naturally, the hotel pays no protection.

211. MATHESON’S ICE HOUSE AND STORAGE COMPANY
Matheson’s primarily stores bulk groceries for sale and distribution at other, smaller, grocery stores. They also have locations within their building that can be rented for private cold storage as well as some select, premium storage units that customers can rent to store large or bulk items that need to be maintained at a constant, cold temperature. Unlike Delmar Icehouse, though, Matheson’s has fewer private storage units and is more of an open warehouse with more vertical storage. John Matheson pays the Caruthers Mob 400 credits per week for protection.

212. COLESON’S MOVING AND STORAGE
Coleson’s moving and storage is located right next to Matheson’s Ice House and Storage. Coleson’s caters to private customers rather than grocery stores and restaurants like Matheson’s, but the businesses often share laborers and equipment. In fact, Carl Coleson will often accompany James Matheson on deliveries. The Coleson’s also rely on several independent movers to assist with big jobs or that they will refer customers to. Charles Coleson pays the Caruther’s Mob 300 credits per week.

213. STEVENSON'S MACHINE SHOP
Stevenson's shop makes machine parts for other businesses. It has no cash register but does have a safe. Carl Stevenson refuses to pay protection. (Unknown to both syndicates, Carl's sons have brought back four German rifles and 100 rounds of ammunition from their service in the war. These are kept handy in the shop - Carl is expecting trouble and intends to deal with it.)

214. PUTZLA'S NEWS CORNER
Putzla's News Corner can be a good source of information. It has a
cash register, but no safe. Joohk Putzla pays the Caruthers Mob 200 credits a
week for protection.

215. HESSEL'S FURRIERS & LUXURY STORE
Hessel's Furriers is a prestigious fur and jewelry store. It has a cash register, but no safe. Each morning at 9:30, William Hessel takes out cash from the First National Bank. Each afternoon at 4:30, he deposits the contents of the cash register. For these trips, he has hired Nick Woczac, private investigator, as a guard. Ha robbery is attempted, Hessel will have 1d10 x 1000 credits, but the morning trip should be reduced by 1d10 x 50. Hessel pays the Caruthers Mob 400 credits a week protection money.

216. B. ALLAN’S DEPARTMENT STORE
B. Allan’s is a large Department Store that provides all manner of goods, from general consumer goods to luxury goods, to consumers in Lakeside. The Department store employs nearly 120 employees from all over Lakeside. There is another B. Allan’s in the city as well. Departments in the store range from men’s, women’s, and children’s clothing, to appliances and jewelry.

217. VELMA'S RESTAURANT
Velma's Restaurant is very popular. Because Velma is a good friend of district boss Nelson, she supports the Renoir attempt to take over the Caruthers operations. Velma pays no protection money. In fact, a Renoir gang member works as a waiter and bouncer in her restaurant in case of trouble with the Caruthers, who have demanded payment. (The bouncer is the Renoir gang member with the 3rd highest number of hit points, and will be paid 500 credits a week.) Velma's has a cash register and a safe.

218. NELSON'S SPEAKEASY
The Ascent District Boss, Albert Nelson, owns Nelson's Speakeasy, but it is managed by the Renoir gang. Along with Velma's Restaurant, Nelson's is the center of the gang's operations. Mike Nelson pays no protection to the Renoir gang.

The Renoir gang member with the highest total of Mental Affinity plus level will be the manager of Nelson's. Of the rest, the two with the greatest number of hit points + SDC will become bouncers. Ties are won by player characters, or by rolling a die, with the highest roll getting the position. The manager will be paid a salary of 1200 credits a week; the bouncers will be paid 250 credits a week each.

219. FANUCCI'S FRUITS & VEGETABLES
Fanucci's is a family owned store with a cash register and a safe. Fanucci pays the Caruthers Mob 200 credits a week for protection.

301. BRANDON’S COFFEE SHOP
Brandon Todd opened Brandon’s Coffee Shop in PA 92 primarily to sell coffee to customers throughout Lakeside. Brandon’s is a cultural center for Lakeside many citizens meet with each other on location. It is a popular hangout for artists and intellectuals. There are some Rogue Scholars that meet at Brandon’s regularly, and both the ISS and AMHRs regularly investigate what goes on in the store. There is a certain counter-cultural element that operates here, and it is suspected that some patrons have links to foreign intelligence.

302. SHANNON’S GRILL (Speakeasy)
Shannon’s Grill is a restaurant that does brisk business every lunch hour as the locals enjoy Shannon’s specials. Later in the night, Shannon’s Grill becomes the a private club. Each member of the club pays dues and receives a tattoo on the top of the head*.
*The “Tattoo” is actually a ruse that allows Michael Shannon to have a Talo Mind worm implanted in the subject. The mind worms compel the subject to return to the speakeasy regularly where the worms will attempt to set conditions so that they can mate. Shannon’s does big business with the Speakeasy as members pay a monthly fee of 300 credits to maintain their membership. Currently, there are more than 300 members and each of them average two visits to Shannon’s per week.
Michael Shannon got his first Talo Worms from Tessios. As a mated pair, Shannon was able to grow his own batch of Talo Worms after his initial purchase.

303. JANKOWITZ ONE-HOUR CLEANING AND LAUNDRY
Jankowitz has on-site cleaning and pressing and is known to do a great job. Jankowitz pays protection 200 credits per week in protection money to the Caruthers mob. Jankowitz services several hotels in the area.

304. TOLINO’S FAMILY RESTAURANT
The Tolino’s Family Restaurant is an Italian restaurant of some distinction. The manager, Alina Tolino, is an expert business woman and her mother, Calinda Tolino is a top-notch chef with few peers in the city. The business is family owned and more than half the 30 person staff are members of the Tolino Family. It is well known that Alina Tolino is connected to The Combine and the restaurant is left alone by the local gangs and both the Caruthers and Renoir Mobs. The restaurant often hosts meetings between members of the Combine.

305. BRIAR’S FURNITURE WAREHOUSE
Briar’s sells custom furniture pieces sources from small cottage producers from throughout the C.S. The furniture that Briar’s supplies is made from kiln-dried hardwood and each piece is handcrafted to exacting specifications. Furniture ranges from kitchen, living room, bedroom, and office furniture to outdoor furniture and storage. The “Warehouse” offers a showroom, but most furniture is built as custom pieces or collections based on the desires of the customer.

306. TESSIO’S IMPORTED FOODS AND NOVELTIES
Tessio’s is more than just a grocery store. This store features imported novelties from South America, Mexico, Europe, and even Africa as well as some foods that come from the farther reaches of the North American continent. Some handmade items from the Native tribes to the west or the rural south in the Dinosaur Swamp lands can be found on the shelves and walls of this shop. The store receives shipments brought to them on a monthly basis, but that hardly explains the volume of rare foods and items the store is able to provide. Some suspect that many of the merchandise is produced and grown locally rather than being imported.
**In truth, the owner, Donald Tessio, has a relationship with a Temporal Mage that teleports rare (though mostly mundane) items from throughout Megaverse and across Rifts Earth into the back-storage area of building. Tessio has been able to smuggle several Splugorth symbiotes and parasites into Lakeside, and he has a large wardrobe connected to a pocket dimension that allows Tessio to secure his most valuable merchandise in what essentially amounts to a stasis field.

307. RUMPLE’S DEPARTMENT STORE
Rumple’s Department Store caters to an upscale clientele and features top of the line products. Many of Rumple’s clients come to the store from the Coalition States fortress city and many of the products come from Ishpeming and the NGR.
Because of the importance of the clientele and the value of the merchandise, Rumple’s maintains a contract with FeltsCo to provide round-the-clock security.

308. RUSLIN, GIYAN & BARBER BROKERAGE FIRM
Ruslin, Giyan and Barber connect investors with business and investment opportunities in real estate and in shares of private businesses and enterprises. The firm keeps a safe on site and they regularly hold payments for clients that exceed 500,000 credits. Currently, Ruslin, Giyan and Barber are attempting to connect a trading expedition to Africa with investors.

309. THE ALGONQUIN RESTAURANT (Speakeasy)
The Algonquin features a menu centered around pizza and beer. It is a very popular hang out that is associated with The Combine. Below the Algonquin is a speakeasy that serves.....?

310. GLEASON’S BOOKS AND GIFTS
Gleason’s carries a wide variety of books and digital media as well gifts that range from coffee mugs to t-shirts. The books and digital media meet with all of the standards established for C.S. communities and there are no subversive products on the shelves.
That doesn’t mean Gleason’s doesn’t carry them, just that you have to know someone to find them. Gleason’s has a full line of books from and about Erin Tarn, Deern Neenok, and copies of the novels in the Deathdance Saga. Gleason’s also has 5D6 original pre-Rifts books available for sale and the store will purchase others. These books and files can be great research materials to point players towards treasures and opportunities in previously unknown areas.

311. ALPERT’S HOME STYLE BAKERY
Alpert’s moved into its current location in PA 92 and has served Lakeside District 1 with baked goods ever since....?.
The bakery uses time honored recipes, many of which predate the coming of the Rifts.
Most of Alpert’s products are made from scratch. Every morning, Alpert’s has breakfast pastries available and breads are available for purchase by the early afternoon.

312. LAKESIDE REAL ESTATE
Lakeside Real Estate is an office that has the entire staff needed to assist in the sale and transfer of real property including a team of property managers, a lawyer, and several realtors, sales persons, and office assistants.

313. DAMIEN’S BARBER SHOP
Damien’s is a full-service barbershop that markets itself as a place for men to relax and be pampered. Damien’s also happens to be considered the best barbershop in Lakeside and the services the barbers provide here do not come cheap. Damien’s clientele includes several prominent city leaders. Despite this, Damien pays the Caruthers mob 300 credits per week in protection money.
Damien has a backroom that some of his clients use for meetings.

314. MANFREIDI NEWS AND TOBACCO SHOP
Manfreidi’s is a popular news stand that has all the convenience items a visitor to the downtown area would need! Open from 5 am until 11 pm, Manfreidi’s is often the last place to get hygiene articles in the area (often at a dramatic markup). Manfreidi pays the Caruthers 250 credits per week in protection money.

315. NELSON’S FLOWER SHOP
Nelson’s Flower Shop supplies Lakeside with most of the flowers and plants used in the downtown, outdoor flower pots Nelson’s will often display floral arrangements outside building and along the sidewalk.
Most of the flowers and plants available at Nelson’s are fairly common, but the arrangements available at the store are beautiful.

316. STEESE’S ICE CREAM PARLOR
Steese’s is not just an ice cream parlor, but it also includes interactive displays and play areas similar to a children’s museum or discovery learning center. There are also video games and other entertainment that are available to children that visit Steese’s. Steese’s is very popular and there are normally at least twenty young patrons in the building at any time.
Clem Steese is under pressure from both the Renoir and Caruthers mobs to pay protection money, but so far, he has held out. Clem is a personal friend of Captain Brian Black and any action against Steese’s will invoke Brian’s wrath.
Clem does not discriminate against D-Bees and will allow any child to freely visit his shop so long as they do not pose a danger to the other children. He will even go to the lengths of trying to protect the children from city officials or C.S. personnel.

317. WALTON’S PHARMACY AND GIFT SHOP
Walton’s is an apothecary-style pharmacy that focuses exclusively on medical and health-related supplies and devices. Supplies range from the most advanced medical equipment the pharmacy can get to traditional medicines that may or may not work.

318. REFLEX PRINTERS AND OFFICE SUPPLIES
Reflex Printers has a variety of office supplies available for sale most of which are not particularly technologically advanced. In fact, mechanical printers that are sold here are highly desirable in rural areas and towns. Each of the mechanical printers is hand built in the store, but the more modern items are sourced from companies in the Coalition States or even the NGR. Occasionally the company is able to get a 3D printer in stock.
Reflex also supplies more conventional office supplies like pens, pencils, and paper and is the office supplier for most of the businesses in Lakeside.

The Manson Building is above The Four Deuces, Hime's Barber Shop, The Bookie Joint, Sharpe's Jewelry Store, Little Angie's, and Lennon's Hardware. The second floor has 20 offices for rent.
Eight of these house the Berkeley Clinic-medical facilities for the three Berkeley brothers (two of whom are doctors and one of whom is a dentist) plus a nursing/ receptionist staff of 6. Nick Wozcak, the private investigator, has his office in another. The other offices can be rented for 400 credits a week.

400a. THE BERKELEY CLINIC
The clinic can treat all normal illnesses and even has emergency facilities for treating unusual cases such as gunshot wounds. (Note that all gunshot wounds must be reported to the police.)

401. THE FOUR DEUCES
The Four Deuces is owned by the Caruthers Mob and is managed by Al Brown. It makes more money than usual each week because of its popular bartender. Besides serving liquor, The Four Deuces also serves simple meals.

402. SHARPE'S JEWELRY
Sharpe's is a luxury store. It has a cash register and a safe. Saul Sharpe pays the Caruthers Mob 300 credits a week for protection.

403. LITTLE AUGIE'S SPEAKEASY
Little Augie's is classed as a Dive because it is a favorite hangout of criminals. It has a cash register and a safe. Little Augie's is owned by the Caruthers Mob and managed for them by Little Augie Shelton.

404. LENNON'S HARDWARE
Lennon's not only sells hardware and retail lumber, but also provides most of the lumber for Henson & Pauley construction contracts. The office has a cash register and a safe. Joe Lennon pays the Caruthers Mob 200 credits a week for protection and "fire insurance."

405. THE FIRST NATIONAL BANK
The First National Bank of Lakeside has four teller windows and is guarded by an alarm system that rings in the nearest police station as well as aloud. Only the most important characters at the bank are outlined in detail, though names and ability scores are given for minor characters, too. The Caruthers Mob does not demand protection money from the bank-it would upset too many important
people (like David Morgan).

406. HENSON & PAULEY BUILDERS
Henson & Pauley are major building contractors. They build large buildings, do road construction, and build public works. Their office safe holds money used to bribe officials and gain "padded" contracts (these offer much more money than is needed to do the actual work). While their business practices are shady and unethical, they have never quite become criminal. They pay the Caruthers Mob 100 credits per week in protection money.

407. THE PRESTON BUILDING
The Preston Building is above Henson & Pauley Builders and Hardy's Fine Meats. The second floor has 8 offices, usually renting for 400 credits per week. The offices are owned by David Tobias Morgan and are managed by Bart Carruthers (Manson Building).

408. HARDY'S FINE MEATS
Hardy's is an average business, with a cash register and a safe. Jim Hardy pays 200 credits a week protection to the Caruthers Mob.

409. HIME'S BARBER SHOP
Hime's is the local barber shop and front for the Bookie Joint. It has a cash register and a safe.

410. THE BOOKIE JOINT
The Bookie Joint is owned by the Caruthers Mob. It is run by Joey the Book (Level 4, Bookkeeping 79). The Bookie Joint is the "bank" for all the Caruthers handbooks in the District One. It has 3 "tills" (which are the same as teller windows) plus a safe. (See the Bookmaking Table in the GANGBUSTERS rules for weekly income.)

411. KINGSCOURT APARTMENTS
Kingscourt Apartments is a seven-story luxury apartment building. The building is managed by Lakeside Real Estate. There are 45 apartments in the building and rents range from 2500 credits to 4500 credits per month. There is a large underground parking garage that is shared with the Bayshore Apartments.

412. BAYSHORE APARTMENTS
Bayshore Apartments is another seven-story luxury apartment building that is a sister to the Kingscourt Apartments. Like Kingscourt, the owners of the building have outsourced building management to the property managers are Lakeside Real Estate. Bayshore Apartments were built a year after the Kingscourt Apartments and feature larger apartments. They cost a little more, but the views aren’t as great. The Bayshore shares a courtyard with the Kenmore.

413. CHURCH OF THE BELOVED DISCIPLE VICARAGE
The two-story vicarage consists of the living quarters for the Bishop (a 3000 square foot apartment and garage on the first floor) as well as four 800 square foot apartments for assistant ministers on the second floor. The building is also sectioned off for a small convent that houses eight nuns in shared rooms in the two-story, 2200 square foot apartment.

414. CHURCH OF THE BELOVED DISCIPLE MISSION (Soup Kitchen & Women’s Shelter)
The Mission is funded through the church and provides services to the homeless and needy in Lakeside. The administration of the shelter is largely separate from the administration of the church and the shelter is far more supportive of D-Bees and borderline insurrectionist activities.
The shelter is run by a priest and former mercenary Lauren Wilson. She is a true warrior of the organization.

415. CHURCH OF THE BELOVED DISCIPLE
The Church of the Beloved Disciple is built from stones that pre-date the coming of the Rifts. It hosts a Catholic Congregation with a membership of more than 2500 congregants.
There are several reliquaries throughout the building as well as ornate reredos, statues, and stained-glass windows.
The building is three-stories, but it is a tall three stories. The roof peak stands 45 feet above the ground and the spire above the bell tower reaches more than 120 feet into the air.
Somehow, the entire footprint of the church provides the benefits of a Sanctuary spell to any member of the congregation. Additionally, the reliquaries contain some items that, if tested, would prove to be powerful magical items.

416. KENMORE HOTEL
The Kenmore Hotel is the signature building of the Lakeside skyline. Reaching 18 stories into the sky, the Kenmore consists of a 8-story platform and a tower that stands an additional 15 stories above the platform. The first two stories consist of the hotel front desk, a restaurant, a bar, and several conference rooms. The 2nd through 4th floors consist of office suites including businesses that are associated with the hotel like a small gym and a spa.
The ISS and AMHRs maintain an office and barracks on the 3rd floor and lease space in the underground parking.
Floors 5 through 8, the last floors of the platform, as well as floors 9 and 10, are part of the Kenmore Hotel, a total of 130 rooms with 30 rooms per floor of the platform and a total of 10 suites across floors 9 and 10. These rooms rent for 200 to 2000 credits per night depending on the size and demand.
Floors 11-18 consist of luxury apartments that rent from 10,000 to 60,000 credits per month. There is a total of 25 apartments including the penthouse apartment that takes up all 5400 square feet of the 18th floor.

416a. LAKESIDE BOURBON BARREL BAR
The Lakeside Bourbon Barrel Bar is a very upscale bar that serves signature craft cocktails. The Bourbon Barrel Bar uses some of the most expensive and rare bourbons and whiskies for their cocktails, but the bar does not provide any illicit substances on the premises. There is almost always live music and there are nooks for private conversation as well as shuffleboard and chess.

416b. KENMORE CONFERENCE CENTER AND BALLROOM
The Kenmore Conference Center is managed through the hotel. Food and beverage service is provided through third party vendors.

416c. PREMIUM SPA AND NAILS
Premium Spa and Nails used to employ several D-Bees but since the ISS and AMHRs have moved in all of these individuals have been fired. The prices for the services have gone up as well.

416d. UNLIMITED EXERCISE
Unlimited Exercise is managed through controlled entry with no full-time staff on hand. The owner of the business, Zolle Weld, will service the equipment and facilities if he gets a call, but normally gym members will access the facilities through their access key. For tenants and hotel guests at the Kenmore, membership in Unlimited Exercise is a perk of residency.

416e. ISS AND AMHRS HEADQUARTERS AND BARRACKS
The 3rd floor of the Kenmore requires special access to use the elevator and the doors attached to the stairwell have special locks. This floor is used by the ISS and AMHRS as a headquarters and barracks.
