Combat Cyborgs and physical stats

I'm curious how people deal with the different implications of the differing stats that bionic limbs can have. For example, max PP for Full Conversion Borgs is 26 in the arms but 24 in the legs. Do legs determine dodge and arms determine parry (unless you parry with your leg)? The Max PS for legs is also only 24, while the arms start there and have a max of 36. What determines you lifting ability?

After pondering this, I recalled that a former GM solved this issue for Full Conversion Borgs by just declaring that their PS and PP were universal and using the highest max from any part as the max for the whole borg and then quadrupling the cost of raising stat points (which still left it quite cheap!), so an RUE Full Conversion Borg can have a max of 36 PS and 26 PP.

We generally handled it like their PP was always treated as the highest number in general but if you were say arm wrestling a demon then its just your arm strength or you are trying to do some kind of pick pocket slight of hand that is based on your arm pp. Same thing with footwork. Are you trying to ride a log standing up thats your leg pp are you trying to kick a robo dog thats your leg PS.
