Secrets of the Atlanteans
At the end of most offensive tattoos it now states...
NOTE: Damage is SDC against SDC opponents and MD against Mega-Damage opponents.
Does this mean they have been nerfed? RAW, it's pretty clear they did, but does anybody know why? If they aren't, then why the distinction in only some of the tattoos?

Probably to prevent a disguised & seemingly unarmed tattooed man from suddenly manifesting a weapon in a secure location & obliterating their target in a single hit. Presumably, they wanted the target of such an attack to at least have a chance to survive....

I think it is to balance dimensional travel to SDC dimensions. In those dimensions magic weapons do SDC damage and a tattoo weapon is form of magic weapon, at least it was brought into being by magic and vanishes after the duration.

Unfortunately, that doesn't exactly track - ALL MD weapons become SD in SDC worlds. There's no need to spell that out specifically. Such a distinction would only be relevant in a dimension where MDC exists.

MDC scalpels would presumably be detected by a weapons scanner....

RIFTS Conversion Book 1 Revised says differently - MD weapons in SDC settings become SD.
