In this case we explicitly know the base PS is not 30 so that can't be used.

Logan you can't add physical skill bonuses to Supernatural PS. Luckily we don't need them to explain Haven.

I made a character with a strength of like high 80ies low 90ies. A Godling immortal with supernatural strength major power.

IIRC.
There are various ways to get it really high, you just have to kinda game the system a little.
Mind you having a supernatural quality of strength that's in the 30ies or lowe 40ies is going to make you very strong on any team.
Hmm, having a Immortal godling character who has Hardware Analysis stuff instead of the listed superabilites/magic/psionics. They come off as a nerd but do to lucky rolls on their strength they have a supernatural strenth of 35 or something. So they end up stronger than any of their teammates but are focused on just using their gadgets to beat the badguys....

Like rolling Supernatural PS as a random MINOR super ability? :)

Or stacking Superhuman PS on top of it because I can't actually find anything preventing that?

Or stacking ExtPS on top of that?

Some other minors (like "Land/Air Abilities" inversion of "Underwater Abiltiies", for example) also give decent PS bonuses.

Well, did make an "atlantean prince" who wasn't really a prince the land media just called him that. His mother is an important political/military figure who was also a popular superhero before retiring to raise him. He had landwalking abilities, and was sent to the other heroes city as an ambassador-hero[he got diplimatic immunity if he wanted it, as long as he didn't screw up too much].

But the Landwaling ability was just to give him another melee attack. He also had XO-SPD, XO-PP, LIghtning Reflex', Radar, Feral, Multi-Tasking, and battle fury. And he was an Immortal Godling, so he had 14 attack's per melee when he didn't invoke battle fury.
Base attacks 2
HTH skill +2
Boxing +1
Godling +2
7 MInor Superabilities +7
battle fury(an extra super ability forom being a godling) +2
Total 16 attack per melee
So underwater he has one less attack, though he tries to avoid that.. and without battle fury(which is most of the time) he get 2 less.
SO he has 13 at a minimum and 16 at a maximum.
Most of the time[he's above water/on land and without using his fury] he has 14.

More of a gag character, he would be fun to play.
