Mule kick?

How would a mule kick be handled in palladium games? By a mule kick I mean planting your hands on the ground & kicking behind you with both feet.

Probablly just a form of Power Kick.

How would it be used(damage-wise) by a centaur?

Have you looked under the stats for centaurs?
