Dragon ISP/PPE regen

What is the regeneration for ISP and PPE on a Dragon Hatchling for meditation and rest, respectively.

Far as I know they have the base standard ISP/PPE recovery rates.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.

If you're a Chaing-Ku hatchling and select Tattoo Master as your class, that doubles PPE regeneration. I'm not sure if any other classes do that.
