two ways to take this, so ask your GM
1) nope sorry you cant fly
2) yes you can fly...you just use your normal Spd attribute for it.

Or use the info from Rifts Main Book, it gives Fire Dragon flight details there 50mph. It looks like an ommision from the Dragons and Gods book to me.

RMB is pre-crisis, there was an epidemic which caused wing paralysis that infected the fire dragon line, kind of like chicken pox, they grow out of it eventually.

I think it was a semi-sarcastic comment about how the RMB and RUE hatchlings have differences. Its just a funny way of offering an amusing way to make both be accurate. (or not)

old main book page 100 under natural ability's, fly 50 mph
i own but am less well versed in RUE, and my memory is ... lackluster at best keep that in mind if my posts contradict canon lol
