it says P.P.E., not I.S.P. Why? it seems to me to be a bad printing

This is not a typo. they really do use PPE. And if it makes you feel any better, Misfit declared me his padawan learner a while ago

Then why aren't they called the Nega-Mage? Was this the first attempt to mix Psionics with Magic? My suspicion is that when, & if Erick Wujcik comes out with Rifts China 3, 4, et. al. hwe will find some interesting mixes

Wow there, chill out on the duplicate posting.
The only time I've seen in Rifts where ISP can be used in place of PPE is the use/operation of TW items. If you're going to negate magic spells psychic energy is not going to stop or negate it. If you use PPE against PPE you can then stop magic use.
There is also a note in the book. best example is the mind melter RCC. They say that well the MM has a low PPE this is because most has been expended in the use of expanding psychic energy and abilities. So the idea of a psionic character class having and knowing how to use PPE isn't that odd or out of the ordinary kind of thing.
