I know I've seen mention of non mage members of a heavy magic society keeping their childhood higher PPE levels, but I have no clue when or where. An example of this would be a Lazlo shop keeping using their extra PPE for the TW lights or what not.
Can anybody point me towards a book? Thanks.

FWIW, I tend to group PPE into two separate types... "Natural" and "Pool".
Natural PPE is that stuff you invest in skills and abilities as you get older. It surges in childhood, and you start investing it in stuff you want to be good at. It might be Mechanical Engineering, it might be the lyrics to Taylor Swift songs, it might be psychic powers... your mastery of it is, in part, a reflection of your having invested PPE into acquiring that skill or knowledge.
Pool PPE, however, is a skill in and of itself. Pool PPE is training to carry more "free" PPE inside yourself. Most mages spend time learning to carry that pool of PPE, and improve it as time goes by. Most operators and rogue scholars don't bother, because it's not useful to them to learn that skill.
HOWEVER, if you're raised in a magical society, then chances are you've picked up some skills and knowledge somewhat against your optimum interests... kinda like how I can talk about American football, despite hating the sport. I can talk about it because I picked up knowledge by being surrounded by it, not because it was a particular interest of mine. So, kids in magical societies spend some time developing Pool PPE through popular games and fashion trends. It doesn't make them a better robot pilot or anything... it's just the sort of thing you pick up when everyone's mom is a mystic and everyone's dad is a druid.

I go with the same thought process. If it wasn't retaining the ability to use PPE it would be the uncanny knowledge of Pokemon cards, or the middle name of super heroes, or whatever else.
