Greetings and Salutations. Palladium offered PDF options during their limited Magaversal Insider offer. Part of the M.I. offer usually states that the PDF won't be available for general release any time soon. Judging by previous M.I. offers, the exclusive period is approximately 3 years. This would place availability around Mid-2022. I don't speak for the company, but this was the window for Lemuria and the Northern Gun books (if memory serves me correctly). Farewell and safe journeys.
Living the Fantasy (fan website)

Rifter #45; Of Bows & Arrows (Archery; expanding rules and abilities)
Rifter #52; From Ruins to Runes (Living Rune Weapons; playable characters and NPC)
Rifter #55; Home Away From Home (Quorian Culture; expanded from PF Book 9: Baalgor Wastelands)

Official PDF versions of Rifter #45, #52, and #55 can be found at DriveThruRPG.

if i'm perfectly honest, i haven't read the fine print terribly well, but i'm not clear on how a PDF could even *be* counted as physical property. if i had to take a guess, it would be that you actually license them rather than own them, but... i'm not any sort of lawyer, let alone the kind of lawyer that would handle whatever kind of law covers this sort of thing.
