When in doubt, use Hand to Hand expert as a baseline. The rifter version (found in Rifter #1) gave insane bonuses to parry and dodge (+10 to parry and +12 to dodge by lvl 6; +13 to parry and +15 to dodge at lvl 12), which is likely one of the reasons that they changed how it works.

Our solution to the apparent contradiction: Technowizardry originated on Rifts Earth, but spread to the rest of the megaverse through transdimensional timey-wimey shenanigans, resulting in places where it seems that technowizardry existed long before its discovery on Rifts Earth.

Nobody tries to claim that the bonuses to PS, Parry, Dodge, and SDC only apply when punching somebody, even though the extra attack is listed on the same level. So why argue that "automatically knockout an opponent on a natural 20" only applies in "fighting with fists" situation...

Everyone with whom I've played always ignored the text from Dessicate the Supernatural about it working by rapidly dehydrating and just had it do the same damage to all supernatural beings (sometimes renamed to "Devastate the Supernatural").
