Lock them in a cage, weld it shut for transport. Or make a base, and lower the cage down onto it. The weight of the cage is essentially the lock.

Splynn Dimensional Market has magical and biowizard restraints. The TechnoWizard Shackles get a saving throw against Escape, and as a GM, you could easily come up with an improvement on it.

I'll admit to not liking the knockdown rules in RGMG. They seem somewhat... lacking, all things considered. If MDC damage is 100x more powerful than SDC damage, then MDC knockdown using kinetic rounds should be staggeringly common.

I never really liked the TW bionics because of their tendency to reduce a mage's PPE pool. I designed the TW Replacement Limbs to get around that.

Speaking personally, I would recommend the M1 Carbine. Fewer worries about gas issues, easily modifiable, and more easily suppressed. Using full powered battle rifle rounds would be a pain in this style of configuration. Even with a suppressor in place, muzzle flip and recoil are going to be beastly.

I'm not disagreeing with the technicals, but it really isn't terribly difficult. Especially bearing in mind that the baffling from the integral suppressor will spawn issues with round cycling due to less gas pressure. Another reason might be because the REF already fully tested hover system cyclones and found the wheeled models to have more utility. They can be found in the UEEF Marines sourcebook.

i would personally rule that, with his force field on, he would be limited to a rough top speed of 150-200 mph due to air resistance. Performance car manufacturers call this "aerodynamic speed limitation".
