How about pistol shrimps? Their visual abilities are astoundingly complex! I'm not sure about actual game rules, though.
Maybe your Beholders could be a species (or a chimera) with tremendous visual capabilities.

My buddy had made bathtub plastique, then filled a cooler with it. He took an iPod with recordings of Fozzie Bear on it and taped to the top. In a large group of zombies, he'd turn on the iPod, which would attract the zombies. Then, BOOM!
He dubbed these explosives "Wokka Wokka Bombs."

As much as I love palladium, and especially KS's enthusiasm, I'm gonna have to agree with both Mediapig and the others here. To have the weekly update hint at HU books is amazing, as a fanboy. But as a consumer, PB has a horrible track record as far as the release rate of new material

I created an NPC whose power was to jump back in time to warn the PCs of events that would happen. The character basically just had powers that were custom created for him. The point in the future leapt from was not sufficiently far enough ahead to warrant special technology. Y'know, it'd be hilari...

I wouldn't omit skills. For each of the After the Bomb books there are setting specific skills. Unless you plan on centering the game solely in North America then by omitting skills you're hamstringing pc's from other parts of the world. but that's just me. I've owned physical copies of the TMNTRPG books for quite some time now, and I don't like the idea of using books that are no longer produced in a campaign. In a Dead Reign campaign I was in, one of my buddies devised the "Wokka Wokka Bomb."
It's essentially an IPod, taped to the top of a crate, that loudly plays Fozzie Bear routines to attract in the zombies, then it detonates with tons of C-4 and ball bearings.
