In my own experience, any system that deals with EMPs against cybernetics assigns EMPs as just another type of damage. One that those without bionics are immune to. I also finally added the ISS Urban Pursuit Hover Cycle. Timeline for the bike is 102 PA, so it doesn't invalidate anything in the NG books to say they used it for a while.
