A Rifts MM seems more like a fan based project then one that PB should tackle. As has been pointed out their printing speed isn't great.

Probably best to do it by faction, with sections for CS PC's, FoM, Independents and Monsters. Just MHO.

Cap' would be, in my mind better done by a Bio-Borg. Extended lifespan, healing factor,Increased Attributes(All), Supernatural strength and endurance, and totally MDC. Plus all the skills of a Super Soldier OCC from mercs. Also I'd make Black Widow a Super spy, and give her increased MA/PB/ME from HU.

CS War Campaign, Lone Star, and Cs navy for the Good guys. D-bee's of NA, Conversion book 1 and Dark Conversions, FoM are the Monsters Manuals for Rifts so you gotta have those as well. I think I am going to have to find this book to look through it, just to see what is actually in it. As is, I am having a heck of a time thinking up what could possibly be filling up those 200pages... IIRC. It includes the PB Fantasy races, conversion info for HU/Recon/BTS Characters( Not monsters)...

It's my favorite RPG to play. It's difficult to make characters that are truly made in detail. If I make a character and npc it takes me 40 mins. 10 for basic npc's. I helped a new player make a techno wizard and it took about 2 1/2 hours. He has played rpg's before (and made a HU character before)...
