1) Well, Nega-Psychics are a Mutation within a Species... Humans and Psi-stalkers can be Nega-psychics... so theirs a Chance... but they might also become Mindmelters... or just normal...

2) it Depends on which rules you want to apply or ignore... for Every rule Palladium prints they print 2 to modify it, or remove it completly. Personally, I'd allow it.. a Psi-stalker can become a juicer(Psycho-stalker), I see no problem with a Nega-psychic becomming a Vagabond... just their Nega-psy powers will never go up after the stop concentrating on that class.

I can't help but lean toward concurrence.

Me too, mostly.
Although before there was an official Rifts version of the Nega-Psychic, I used the BtS rules to make one for Rifts (using the Conversion Book).
Nega-psychics in BtS don't get PCC specific skills; they roll on the standard education tables like anybody else. Since I wanted my guy to be a Rifts Native, I had him pick an OCC (CS Grunt).

As a side note, he didn't believe in magic. Personally, I think they could have easily kept that detail in with Nega-psychics on Rifts Earth without any problems.

I think they can: Depending on what was being asked for, I amy or may not allow it.

No. I refer players to the Psi-Nullifier. The Nega-psychic seemed to me, at least, to be an attempt to fit a BTS character into a game that he didn't fit.
Leave the Nega-Pschic in BtS, where he is a great character.
