Pg. 167 in Splicers. Yes however there is NO ambient magic in the Splicer world. So there is a bunch of penalties for Mages and Psioinicists. Any one who is dependant on metal weapons will be deprived of it as soon as they get out of the environmental sealing they will have inhaled the plague and won't be able to touch their equipment without suffering as everyone else in splicers does. Any robot characters that aren't high quality AI's like ARCHIE or transfered intelligences would become mindless tools of the NEXUS. Cyborgs are unaffected. As are MOMs (except by additional costs of their powers). Juicers are fine as long as the Engineers can develop chemacles to replace or replicate the Juicer drugs.
Actually exposure to the nanobot plague is extremely dangerous to cyborgs and other characters with metallic bionics and cybernetics. Such characters take double damage from any plague effects.
Mysteriously, while the Crazy's M.O.M. implants seem to be immune to the nanobot plague, they also give the Crazy the ability to hear the Machine's transmissions from time to time.
Also, while Juicers are noted as having no problems other than resupplying their drugs, I think they really deserve more discussion, considering that Juicers rely on an electonic drug harness and their bodies are already filled with nanobots.
At any rate, the answer to the original question is yes. For full details see Splicers, pp. 13, 167, and 168.
