as closely related as they are, no. high ME helps, but in the end, it's MINDSET, not mind ENDURANCE, that lets you keep your cool when stareing down that demon.

Horror Factor is one of the most difficult things to save against in HU.
I mean Invulnerable characters don't even get a bonus against it.
What does an Invulnerable guy need to be afraid of? Let's say a
Hardware Weapon guy shows up. He's got a HF rating of 10 and
the Invulnerable guy fails :erm: I know people who have taken
the HF Minor Power and kicked major butt. The victim
can't parry or dodge the first attack and has no Int.
In the main book (although I might be mistaken),
Karmic Power and Extra ME are the only powers that grant
a bonus against it. Thank god for PU1, now I think there
are seven or eight powers that provide a HF bonus. :(

No. Horror Factor is as much physiological as it is psychological.

Weapons expert horror factor is not my favorite rule..
My take on it is that M.E does not provide a Horror Factor saving throw bonus, the only bonus you get vs Horror Factor is experience.. thus, the more exposure a character has to horrific things, the more hardened and jaded they become to horrific things.
Unfortunately, this is not covered by the rules of the game, but I would allow a player character to gain bonuses vs the same sort of Horrific encounter the more times they have to deal with it.. People are adaptable and its amasing what they can get used to.

Short answer: There are no rules to cover a general horror factor saving throw bonus because it depends on experience and the in-game situation.

I agree with Zen and Blix. All PC characters should get a bonus to HF as
they level in experience. I also agree with KG's take on my respond.
But still the Invulnerable guy meets some weird looking alien critter.
The creature has a HF of 12. The Invulnerable should still have
some kind of arrogant, superiority complex that grants him a HF
bonus. I mean I just couldn't stand the fact that a PC with a big
letter on his chest and red cape unable to parry or dodge the
first attack of the big green monster becaue he failed his HF.

:) You know KG you make a good point. Never thought of it like that.
It does represent the one thing that INVs can't ingore. The
psychological asspect of it not the physial one. Mr. INV walks
into a room that looks like Hannibel Lecter's kitchen might really
disturb him to the point that he would be able to handle the situation.
When you read a mystery novel,
the old veteran cop eventually stumbles across a crime
scene that really strikes a nerve with, followed by the
comment "I thought I seen it all." I guess that's the way
HF needs to be used. It has nothing to do with mental
endurance but a psychological one.

No general bonus per level, no general bonus with high M.E..
When I said it depend on the in game exposure of the character to horrific stuff, I meant something like this...
To recieve a bonus +1 to save vs Horror Factor when the character next levels up, that character must have had an encounter with something horrific and must have made the save vs Horror Factor, sometime before levelling up.

That sounds logical and fair to me.

I think that perhaps high ME should give not a bonus vs HF but achance to regain the control of themselves. Character with High ME tendto have really strong willpower. They are more likley to reagain control of themselves faster than normal, expecially if motivated. They are not impervious to fear but they can deal and control it.
As for invulnerble guys not having bonus, well think two things
1: characters don't necessary know the LIMIT of their powers, and this could make them susceptible to fear
2: If one does not take damage DOES NOT mean they cannot feel pain! Perhaps bullet don't damage character, but feel like being sting by a swarm of bumblebee, not exactly a pleasurable experience.
