Mutant Animals control the world.
Humans only are fond on one Continent where they live in a Tribe like way.
The Mutant Animals Made them ther Slaves.

In ther 19th like Century on a Country where the north wants to stop Slavery of Humans But the South wants to Keep it.

One idea would be that, in the Northern Sector of the Continent, Mutant Animal & Humans co-exist. Not in a utopian-like state, but Mutant Animals are treated better than their un-mutated cousins.

In the Southern Sector, Mutant Animals are treated as slaves, cheap disposable labor & cannon fodder. 'Pure' Humans rule with a despotic grip, while those who have displayed para-human abilities (psionics & super-powers) are regulated to second-class citizenry; the more naturally Human-looking, the better their lives are. The less Human, the worst.
