It would be nice if you say which version/game the spell you are talking about is coming from.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.

I agree with drew, when referencing spells (or other powers or even equipment or other things) it would be best to make sure you are being clear on what you are referring to (it can also make it easier & faster for others to lookup if you cite page/book).

With that out of the way.
Ice Skate/Walk over a body of water. yes, though the currents/tide might drag the body of ice away before you can do it.

As for what happens after the duration elapses. It disappears as the Ice is converted from magical energy (even stated in the text) so it would return to that state IMHO. Which also means you can't melt it for water during the duration. IIRC there might be spell that draws moisture out of the air to create frost/ice effects that could then be melted down for water, but off-hand I don't recall the name of the spell.
