Technically speaking, Vampires are virtually immune to magic mind control and as such "Words of Truth" will not work on them (in point of fact in WB1o pg33 the spell is specifically cited as not working on them. I don't have WB1r).

Does the psionic power of "Empathy" work? Specifically to assist in trying to figure out if the vampire is lying.

Emathy per the description can be used to gauge if someone is lying, but they also get to make a Save vs Psionics.
Per the text (again WB1o pg34, I don't have WB1r) Empathy is one of the psionic powers specifically named that affect Vampires. The psionic power works as normal requiring the Vampire to make a Save vs Psionics (10 for Master, 12 others plus any ME bonuses).
