Is there any OCC for an "operator" type class as in a Special Forces gun fighter kinda guy? I was just wondering if the Palladium system covers anything like constantly aiming down the sight of the gun while, perhaps eliminating the aimed shot taking two attacks/actions.
I am asking for use in Rifts

Recon doesn't use OCCs the way rifts does because everyone has the same OCC - soldier.
They do use MOS packages, but as a general rule they don't get special abilities like you're talking about.
Rifts has a wide variety of special forces and gun expert classes, but I don't think any of them get to waive that specific rule, no.
