You have a Hardware: Mechanical Genius (although this applies for most Hardware and Mystic Study), this gives you +10% to Basic Electronics. To make the problem the most obvious, let's assume you have a PhD, 4 programs at +30%; the character's Hardware skills replace one of these programs.
So is your Basic Electronics +10% (just hardware bonus), +30% (the higher of the two), or +40% (the total)?
