There's no particualr reason to assume that palladium languages are in the slightest related to earth languages.
that said, i'd probablly have at least one of the human languages be whatever the character in question speaks, just for ease of play.

Have none of the earth languages be even remotely similar to the languages of the Palladium world. Then when he arrives have someone put a chig on him.
(You can find Chigs in the Northern Hinterlands books)
Essentially as long as you have a chig you effectively have a constant toungs spell. It works great in the short run.. But over a longer period of time it begins to have some side effects

Well, if you're going to port someone in from TMNT language barriers are one of the best role-playing tools you have. How fun would it be to force the guy to not talk to his other players since his character can't communicate with them?

Don't forget to let him pick up some language as time goes on. You can pick up language very quickly if immersed in it. If everyone in the group is using one language, I'd give him about IQ% points in that language in the first week, and then another IQ% per month until he's got 1st level usage of that skill.
