New Knightly Monastic Order in England/Europe
I'm thinking of building a new Knightly Monastic Order in England or Europe to give players interested in playing knights better options than the Knight/Royal Knight already available in WB: England...
The particular order would number a few thousand Knights and they would primarily be templated off of other knightly O.C.C. with high training requirements and bonuses.
The order would lack modern capabilities and technology and would not rely heavily on magic, but, as Warrior-Monks, they would have available to them a few select rituals that would enable their order to successfully challenge MDC monsters.
One ritual would be to empower/enchant weapons and armor to an individual knight (a la WB: Africa) during the accolade. The accolade, witnessed by fellow knights (providing necessary PPE) enchants SDC armor and weapons so they do MDC in the hands of the particular knight in question.
Worth fleshing out, or is there new official Europe/England stuff on the horizon?

Not that I'm aware of. Most of the recent focus has been on the NGR stomping all over the divided Gargoyle/Brodkil empires in Europe.
Oh, and Scandanvia...can't forget Scandanavia and the satellite state there.

I have played with a few knight variants.
*Mage knights-men at arms that also study magic.(scholarly knights)
*Dragon Knights-knights that are trained by dragon patron and have learned to focus their natural magic potential into physical enhancement.(knights that can hold their own with with sn)-sdc turned to mdc SNPS bonuses to strike parry and initive.
*Knights of divine-basically men at arms with a healing touch and limited ability to cast spells like a priest of light and can pary mdc attacks with a sdc weapon and deal double damage to SN evil sdc weapons would do damage as mdc.
*Knight weapon master-a knight that trains in the use of specific weapon to the point of getting enhanced combat bonuses with it. -adapt a ninja and super spies martial art to a more knightly path
Given that many European knights where had strong focus on religion knights of the divine may be the best choice.

You could work with this in a variety of ways without needing to invent anything new, mechanics-wise, or without stretching the canon setting much at all. Here are some ideas:
+Knights of the Painted Skin endowed with tattoos by a Chiang-Ku or True Atlantean tattoo master (use one of the Splugorth O.C.C.'s without the insanity).
+Quixotic Knights: Psynetic crazies created by Mindwerks. Go on crazy quests for their "Lady." Villains deluded into thinking they're actually good guys.
+Techno-Knights: Borgs and headhunters who like to fight in melee on robot horses
+Knights of the Last Call: veteran juicers who decide to go out doing something good for the world
+Knights of Rasheen: a european chapter of Cyber-Knights founded and trained by General Rasheen, the Rahu-Man Cyber-Knight who's also a general in the NGR military. Founded before he officially joined the NGR military, and still out there
+Millennium Monks: take just about any warrior monk O.C.C. from Palladium Fantasy, Japan, or China, give them a millennium tree staff.
+Order of the Righteous Flame: Bursters who care about honor/discipline
+Knights in Shining Armor: Glitter Boy pilots who care about honor/discipline
+Order of the Scale: hatchling dragons who think knights are so cool they want to try it out; usually just a phase, but some of them stick with it for decades

For now, I am interested just in doing a slight re-balance of the Knight O.C.C. in WB England given that it is very limited and I am also planning to integrate new playing opportunities...
Rather than mish-mash 2 OCCs (Knight and crazy/glitterboy/t-man), I would like to create an opportunity for a Knightly Order to exist almost independent of technology or complex magic...a non-psychic, non-spell casting O.C.C. that can, at the same time, be as playable as a Cyberknight or Mystic Knight...
To this end, I am looking at a Knight O.C.C. that invests heavily in close combat training including a Commando/Kendo/"Knight" H2H type along with special bonuses to WPs...these would be acquired through "squiredom". Additionally, there would be access to a horsemanship skill.
In order to enable these SDC warriors to compete in an MDC world, I am looking at the accolade not only recognizing the knight as a knight, but being a ceremony in which all of the other knights pool their PPE and empower the new knight's SDC armor and weapons to do MDC but only in the hands of the knight. These weapons and armor would be SDC weapons and could be repaired like SDC weapons. The loss of these weapons and armor would be rather traumatic for the knight.
All knights and squires would be trained in the use of a longbow, as would many of the local "civilians", but the true Longbowman would be the Yeoman Archers...professional and semi-professional war-archers. Their OCC would mimic a Longbowman OCC from Palladium...
I guess, overall, I am seeking to effectively "port" Palladium World-type OCCs into Rifts as an organic society that does not need to rely on magic or technology.

You mean except when they rely on magic to empower the weapons?
If you aren't relying on magic, psi, or tech on Rifts Earth, you either have superpowers or are relying on the art of how not to be seen.

Your second mini-paragraph is confusing. You don't want to mash together two O.C.C.'s, but you want an O.C.C. that a Cyber-Knight or a Mystic Knight could also be... those two statements seem contradictory.
Otherwise, I think I get it. You want knights with medieval tech to go toe-to-toe with the various threats of Europe without having special magic powers or high tech. Again, I would point to canon:
The Scathach of England can create useful magic tools and weapons that can hurt supernatural evil, but generally lacks the P.P.E. to make them in significant quantities. However, if a bunch of folks helped out in a ceremony that provided the Scathach with the P.P.E. needed, this wouldn't be a problem. The weapons wouldn't be "only in the hands of the knight," but it gets you most of the way there.
The Tarnow Crystal offers a method for turning S.D.C. armor into M.D.C. While I'm not a big fan of the Tarnow Kingdom or the crystal in general, what you're describing seems to meet Kevin's intent for it in a way that wouldn't be game-breaking.
There's a type of warrior/smith O.C.C. in China that revolves around a special weapon that he/she creates if you're looking for a "dude and his sword" kind of special relationship. This option would also bring in the option of some elite martial arts to go with the sword. I don't have that book handy at the moment, but it seems like a pretty good fit.
You could also just straight-up import the classic Samurai O.C.C. from Japan and replace the Japan-centric stuff with western stuff (Ulfbert-type Viking sword in lieu of Katana, rename the Hand-to-Hand skill, et cetera).
Finally, you could import a Palladium Fantasy alchemist and maybe an awesome dwarf blacksmith and give your players the option of various primary weapon /armor upgrades each level of experience up to the limit of 3 magic powers per armor/weapon or the maximum bonus for Dwarf smithing. If a sword gets maxxed out, you could throw in some extra-special options like replacing the blade/edge with Black Metal from Dragons/Gods for double damage or one of the other special metals from Palladium Fantasy. As with the Scathach, you could have the other knights participate and aid the alchemist in empowering these weapons.

Take a look at the Magebane OCC (Merc Adventures). They have an ability to temporarily change their SDC armor/weapon into MDC. That might give some inspiration for what your building.
