Rifter teaching Skills

Their is something I remember reading in one of the Riftes a long time ago. And for the life of me I cant find which Rifter it is in. I remember reading something about an optional rule for characters to teach skills to other players, provided they rolled, and passed a certain check. I cannot remember which Rifter it is in. If anyone could pinpoint which Rifter I need to look in. I would be most appreciative.
