x2 damage if grappling?

I was reading http://tvtropes.org/pmwiki/pmwiki.php/M ... plingRules today and under Rifts one of the bullets says:

"The key thing to remember here is that your attacks do double damage, if you have a hand on your enemy, before you attack, that's it for the most part."

I don't remember any rules like this in Rifts or any other PB games for that matter... but maybe I'm just forgetting something. Does this ring a bell for anyone? Maybe a special ability for a certain OCC rather than a generic rule?
