W.P. Sharpshooting first appeared (AFAIK) in Rifts World Book 14 New West page 79-81. Several Character Classes use the skill in the book.

A near carbon copy of the Rifts skill can also be found in the Heroes Unlimited Second Edition main book on page133.

Greetings and Salutations. ShadowLogan mentioned probably the most prominent listing. However, if you don't have that book (or you just want to see it's history), you can also look in ...

Rifts Conversion Book One (original), page 15. Mine is a 5th Printing (October 1996), in case it's missing from a different printing. I do not believe it was included in the Revised version of the book. Note: This is probably the first appearance, but I could have missed something too.

Rifts Game Master Guide, page 81. This is simply listed within the skills section.

There might be more locations, but those are two common books that I know off the top of my head and I wanted to provide a couple more options. Thank you for your time and patience, please have a nice day. Farewell and safe journeys for now.
Living the Fantasy (fan website)

Rifter #45; Of Bows & Arrows (Archery; expanding rules and abilities)
Rifter #52; From Ruins to Runes (Living Rune Weapons; playable characters and NPC)
Rifter #55; Home Away From Home (Quorian Culture; expanded from PF Book 9: Baalgor Wastelands)

Official PDF versions of Rifter #45, #52, and #55 can be found at DriveThruRPG.

RCB1r AFAIK does not include the skill.

Im loving the Foes list; it's the only thing keeping me from tearing out my eyes from the dumb.

Is this still considered a valid skill selection?

It is in at least three current edition books so it would have to be. It is supposed to be limited to certain OCCs, like men at arms, but that is GMs discretion according to the skill descriptions.

Thanks!

In honor of Mack's sniper question, I am building a crappy NPC for my PCs (all CS dudes) to deal with on their Commando team...

Sniper with no personality...and only a very limited skillset: Stalking and Sniping

AT: Marksman
AT: Stealth
AT: Stalking
Stalking Skill (Dinoswamp)
Sniper Skill
WP: Sharpshooting (Energy Rifle and Rifles)

Also going to get a scope and bionic multi-optic targeting eye and do basic training from Merc Sourcebook.

Background:

Ronan Weir The Uncle h as been a C.S. Commando for quite some time in spite of his relative youth compared to his peers. He grew up in the wilderness near the Federation of Magic in a family of hunters and trappers. Seeking to escape that life (and the constant danger associated with living so close to the magic zone), Ronan joined the Coalition Military at 16 by lying about his age.
In his early training, Ronan excelled at stalking and shooting-thanks in part to his upbrining in the wilderness. Had his basic training instructor not been a C.S. Commando in a former life, Ronan probably would have ended up as a C.S. Ranger. He quickly settled into his role as a sniper providing overwatch for his other team members, and he is known throughout the various special forces battalions as one of the best snipers in the entire Commando. He has been so good, in fact, that he was selected first to participate in one of the pilot advanced training programs and then to teach a program on stalking and sniping.
Ronan is pretty anti-social which is part of the reason he is only a sergeant despite having a great deal of experience and exceptional skill as a stalker and sniper, as well as having been selected for the prestigious position as a sniper instructor. In fact, Ronan was pretty much a failure as an instructor and was only kept on at the schoolhouse until he could get a decent rating and sent back out to the field.
Additionally, Ronan’s skill set is extremely narrow. He stalks, hunts, and shoots. He's not quite a dumb as a box of hammers, but that is about as much personality and depth that he has. He is paired with another Commando (Staff Sergeant Hillary Howard The Aunt, Level 4 Commando with an Erupter Psi-implant and ) on the team. Normally, they masquerade as a married couple...something the rest of the team thanks their lucky stars they don't have to be a part of.

For context, the rest of the PC team:
CPT Alexandria Gutierezz (The Mother) Level 5 CS Military Specialist
2LT David Terrell (The Son) Level 1 CS Special Forces (with Psi-Nullifier abilities and genetic modification) -anti-magic/demon specialist
Warrant Officer Robert Mulgrave (The Grandfather) Level 6 CS Technical Officer - Technician
Veronica Crowkiller (The Girlfriend - Paired with David Terrell) Level 3 Psycho-Stalker and close combat specialist

Hopefully the PCs will appreciate Ronan's ability to cover them when they get in a sticky situation...because they sure aren't going to appreciate the way I play him in a personality driven role-playing environment. MA is 5.
