There are a few of them. A lot of the police OCC have a swat MOS option. For one of the newest ones NG1 police have a really nice swat option. I believe triax and CS have similar ones as well. Probably for using north america I would go with the one from NG1 easy enough to color it with whatever police force colors you want and the gear being NG would be pretty appropriate throughout north america.

Rifts Japan, too.
Pretty much ANY organized nation's police3 on Rifts Earth is going to have some SWAT options, or a few full-blown men at arms types in the ranks/in reserve who can be considered a SWAT team in a pinch.

Yup almost all the police OCC strewn here and there have some swat MOS option. I mostly pointed out NG1 because it is both north america and if I recall correctly is better fleshed out with more options.

I know you said North America but if you want to expand your search Rifts WB 19 Australia has really good police OCC, the TRG or Tactical Response Group is a SWAT like OCC

This is one of my favorite OCC's and I have created a few of them but I'm not sure if it is SWAT. It is one of the best spec ops OCC's but not really a civilian SWAT style OCC.

I would see the Paratrooper as equal to the FBI's Hostage Rescue Team.

The NG SWAT seemed kinda similar to the paratrooper but also with training for/access to power armor for high threat response.
