Minor Heroes added to a Rifts occ.

The PU2 Minor Hero, with customizable limits, need some help modifying it to work on Rifts occ's.
Using it for Town militia and other sidekick types.

So far.
-2 Attacks.
1/2 sdc bonuses from occ&Skills.
No attribute above 18.

Any other suggestions?
