A Stupid question
I should probably know better but I'm honestly not sure... Do Power Armor Combat Elite bonuses go in addition to base character bonuses are are they separate?
I am disillusioned enough to know that no man's opinion on any subject is worth a damn unless backed up with enough genuine information to make him really know what he's talking about.

Short answer Yes. See pg351 of RUE (start of specific R/PAC:E skill description) or page39-40 in RMB (not sure where that section went in RUE).
RUE = Rifts Ultimate Edition (current version of main book)
RMB = Rifts Main Book (older version of main book)
RC:E skills only apply situationally, when operating the required 'bot or PA and do not apply outside the mecha.

The "mecha" bonuses from combat or combat elite are added to the Hand to Hand bonuses for taking actions and performing hand to hand actions. This is a 'megavercial' core system rule. The only exceptions are those settings that don't have PowerArmor & Robot Vehicles (or other mecha) in them.

I still allow the "old" system of stacking the basic and elite bonuses. At least for specialist pilot occs.
