True, but most gang leaders would probably see him as a rival and a threat.

Killing a d-bee warchief might be a good way to start a following amongst his human minions. especially if they've been impressed into the gang's service.

Absolutely not. There are only two choices.

Choice 2 = You die.

So if I can manage to always draw the big crowds when doing heroics, pose for a pic, hug a baby.
So a public relations agent is needed. Perhaps a Coalition Military Specialist. An Alfred to always steer the heroes moves towards coalition motives unwittingly.

I feel a mansion by a waterfall close, like within a mile of a major city.
I think I would make a good Mayor of a frontier town.

Currently he is now wandering around the southwest and has had a few adventures out of Fort Eldorado.
So far he has had no negative interactions with the coalition.
He was also told stay out of coalition land or be killed.

And try to ignore that the CS probably has the coordinates of your house zero'ed in for long range missile bombardment or air strike.

The only DBs that would be allowed CS citizenship are human ones...i.e.: Baseline humans with nothing more than minor (or possibly even major) psi powers, or possibly light (i.e.: SDC non-combat) bionics.

Outside that, unless that green hair comes from a bottle, no.

Considering that the CS doesn't even acknowledge the existence of the Vampire Kingdoms even exist all they've got to do is ignore or kill you for being a crazy superhuman/dbee.

That's presupposing an extreme radical change in the Coalition States from paranoid conservatives to trusting liberals, or stupidly desperate. The former, you'd find yourself in competition with other d-bees trying to insinuate themselves in the power structure to insure the Bad Old CS never has a chance to re-emerge, or strip-mine it for all its worth(expect to be sued for animal cruelty by the 'Protect the Xitties' club), the latter, you're likely to find yourself left holding the bag and expected to hold the line against whatever menace is so freakin' bad and threatening that what's left of the CS considers you to be the lesser of the evils("You want to be a CS citizen? Fine, go stop those Four Horsemen over there.").
In either case, it's not your charisma or expertise that's going to change things, but some other cause.

Or...you'll be shot in the back/murdered in your sleep/be standing conveniently at ground zero of the last MOAB at the behest of the CS Old Guard once your usefulness has ended. THEN some mook(such as your CS liaison officer) will be pimped to look as if he or she was in charge of your overall strategy and deployment.

The CS is NOT going to pay you for doing nothing.
They are not going to pay you, period.
Your trailer is going to be located in the no-man's land/killzone/free-fire area where CS artillery has pre-zero'ed their 'footprint'.
What you wear is your own business. Though wearing a banana-sling will probably get you shot faster. And 'Smurf' underoos lack dignity.

To him a nation of weaklings able to hold an empire ruled by fear and ignorance is truly impressive. The military tactics the ants use is also extremely impressive.

Waiting is fine.

The advantage of being immortal is simply outliving people who oppose you.

Wait 300-400 years, the coalition will most likely be as unrecognisable to the coalition of today as France of today is unrecogniseable to france of the 1600's.

cs are a regional power, they have no influence outside of NA, except for some trade and military tech exchange with NGR.

By the time the CS is willing to accept a d-bee citizen, they may well be a global power.
I find such a CS, and how it came about, and the world it exists in, much more interesting than the original PC egging to join them.

I feel eventually the cs will soften their views on nonmagic or psionic d-bees. As their enemies steadily increase in power and ability they are starting to become stale.

Due to the possible Cordoba alliance I could eventually see Dwarves being allowed a role within CS society in a similar way.

They would obv. have to be 2nd class citizens for a long period of time, and have to take the rabid anti-magic stance they have in PF (none of that TW nonsense) and live underground and do a lot of menial labour to help to humans, not be trusted with power armor, just doing repairs, etc.

A big step in this direction would be if Desmond Bradford masters a tech form of interdimensional travel. If contact with humans in other dimensions was made (say perhaps, the very-similar After the Bomb setting and its Empire of Humanity) and they didn't try to immigrate I could see the CS making tech portal jumps and allying with alternate earth humans against d-bees and wizards. Would be top secret for a long time but maybe phased into public awareness gradually after some time.

A tech equiv of Close Rift would prob help.

CS already allows mutants with major super abilities (Psi-Ghosts) so mutants from HU like Zippo could be the next step. Hard to discern from a Burster anyway.

Well, if his ex-wife(name 'Karma') doesn't get him. there's sure to be a number of d-bee revenge organizations gunning for him.
Some of whom might just have the contacts to people/things who make Powersurge's 3,000 years life experience look like he hasn't cleared life's toilet-training phase in comparison....
Y'know, the kind of things that eat fried munchkins with a little bit of cinnamon-sugar and a cup of hot coffee...

And the Turning of a Page"

He's not even a hundred years old yet. Hence the ignorance and childlike behaviour.
By god standards he is barely a teenager.

Youth may get girls, but old age and treachery beats youth.
Powersurge doesn't have a baby fur seal's cuteness going for him. There are those out there who would gladly and readily make a pelt of him.

So far he noticed, mortals use him to smash things they couldn't beat.
