4-D being as a super power?

What do you guys think of a permanent power equivalent of Rifts: Temporal Magic (Forth Dimension Transformation without the penalty since your a native 4-D being)? Would it either be a Major or a Mega-Hero ability?

Cross posting with Heroes Unlimited forum since its using both settings rules.

I actually play a character with such a power, although the abilities are less than the actual spell (cut out all the granted psychic powers), but it's homebrew.

It depends on how much of the Spell version you are carrying over into the Super Power Version.

For instance, if you drop the bonus Psychic powers, you are basically left with a variant of the Major Power of Intangibility (which has a Psi-Power variation in Phase Powers). At which point I would say its a Major category w/o the Psi Powers, with them I would have to say it would have to be above Major.

I made a longer post in the HU thread, but basically my thoughts are that, as written its the equivalent of three or four major powers, a Psionic OCC, and several minor powers all rolled up in one.
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.
