Hornady Zombie Max ammunition

So...what the heck is it? All they say it is zombie ammunition and it looks like it might be tipped with something? Zirconium powder or something else that is incendiary?

Makes me wonder in the legality.

So basically they are some varient on a soft point round with a pretty green tip? Seems awful expensive to me.
