I can't remember any nor can I find any in the books I checked.

However, looking at the side effects tables for individuals and for robot vehicles I would go with -2 to combat rolls and -10% for skills requiring depth perception. The combat penalties could be negated by gaining a skill similar to Blind Fighting.

What about if someone had adjusted to it over 2+ decades?

Found canon penalties for missing one eye, under the power anatomical independence; -1 to parry and dodge along with the blind spot.
